Last year, the city issued a series of documents such as the "Key Points of Rural Energy Safety in Nanchong City", "Notice on Further Grasping the Work of Rural Biogas Safety Production", and "Notice on Solidly Carrying out Special Investigation and Rectification Actions for Major Rural Biogas Accidents in the City in 2023", urging counties (cities and districts) to actively carry out the supervision of rural biogas safety production. All localities have comprehensively consolidated the responsibility of industry safety supervision, regarded rural biogas safety as the key content of agricultural industry safety, insisted on the main leaders taking the lead, the leaders in charge of specific work, and the responsible departments and stations being responsible for grasping it, and made every effort to ensure the implementation of rural biogas safety work.
In order to further improve the business skills and safety management level of relevant management personnel and employees, the city held a total of 4 meetings last year on rural biogas safety supervision training and on-site observation of rural household biogas digester discharge, and classified training for comrades in charge of nine counties (cities and districts), heads of business units and stations, business backbones, and representatives of biogas users. In addition, the four-level linkage of cities, counties, towns and villages was further strengthened, and the staff went deep into Feifeng Town, Xichong Fengming Town, Xichong Fengming Town, Nanfang Xishui Town and other places to carry out biogas safety publicity "into enterprises", "into rural areas" and safety publicity and consultation activities, and distributed a total of 1 publicity wall charts, cartons, cloth bags and fans50,000 copies, which further improved the safety awareness and evasion ability of the majority of biogas users.
Rural biogas safety work is arduous and responsible, and we do a good job in management and publicity at the same time, and earnestly do a good job in investigation and rectification, and resolutely eliminate potential safety hazards. According to the relevant responsible comrades of the Municipal Agriculture and Rural Bureau, since 2023, the city has investigated more than 2,300 rural biogas facilities, found 212 problems, completed 207 rectifications, and 5 are being rectified in an orderly manner, effectively safeguarding the safety of the lives and property of the masses.
