With the establishment of Xiong'an New Area, on January 10, 2019, the Xiong'an New District Branch of the Hebei Provincial Procuratorate was officially established, with three grassroots procuratorates under its jurisdiction: Xiongxian, Rongcheng and Anxin. More than 100 kilometers south of Beijing is the Xiong'an New Area. On April 1, 2017, the news of the establishment of Xiong'an New Area was like a spring thunder, which attracted the attention of the world.
The planning and construction of Xiong'an New Area is a strategic choice of great historical significance, and it is a historic project to relieve Beijing's non-capital functions and promote the coordinated development of Beijing-Tianjin-Hebei. The success of this historic project is inseparable from the support of the rule of law. On November 20, 2017, more than seven months after the establishment of the Xiong'an New Area, the Hebei Provincial Procuratorate established the Xiong'an New Area Work Coordination Group, and six procurators were stationed in the New Area to carry out their work.
On January 10, 2019, the Xiong'an New District Branch of the Hebei Provincial Procuratorate was officially established.
The Xiong'an New District Court was established in 2019, but before that, the coordination group carried out a lot of work, and it can be said that the Xiong'an Procuratorate has grown together with the Xiong'an New Area. Strengthen the building of leadership groups. Strengthen joint construction and mutual promotion. It has established a pragmatic cooperation mechanism with five procuratorates, including the Shenzhen Municipal Procuratorate of Guangdong Province, the Fourth Branch of the Beijing Municipal Procuratorate, and the First Branch of the Tianjin Municipal Procuratorate, to learn advanced case-handling experience and judicial concepts.
The Xiong'an Procuratorial Lecture Hall was opened. Every procuratorial cadre and police officer is required to step onto the podium, work in the middle of school, and learn by doing, so as to create a strong atmosphere of learning to catch up and help out.
A series of lectures on "Handling Every Case with High Quality and Efficiency" was held. By inviting experts and scholars to give lectures, the professional quality and legal supervision ability of cadres and police officers will be further improved.
Establish a youth team for procuratorial theory research. Relying on the Supreme People's Procuratorate Service High-Quality Development Practice Research Base and the Youth Cadre and Police Training Base, strengthen the research of difficult issues, cutting-edge issues, and key reform issues, and further improve the level of procuratorial theory research.
Through the "procuratorial lecture hall", the cadres and policemen are stimulated to learn enthusiasm and strengthen their abilities through learning.
Up to now, a total of 22 people from our two-level procuratorates have won the honorary titles of experts, pacesetters, and experts at or above the provincial level, and the proportion of award-winning people is among the best in Hebei Provincial Procuratorate. Zhang Dexin, a member of the party group and director of the Political Department of the Xiong'an New District People's Court, told reporters that although the Xiong'an procuratorate is small, the two levels of procuratorate cadres and police add up to less than 180 people, but the strength of the small number of people, just a few years, a number of outstanding procuratorial cadres and police, the construction of the Xiong'an procuratorial team has achieved pragmatic results.

Looking back at the early days of the hospital, one of the main problems faced by the Xiong'an New District Hospital was the prominent contradiction between small size, small staff and heavy tasks. If the contradictions are not resolved, the performance of procuratorial duties will inevitably be affected.
In 2019, Xiong'an New Area achieved a major transformation from planning as the focus to construction, which also means that the Xiong'an procuratorate has to undertake heavier tasks in judicial case handling, participation in social governance, and legal services. Ji Zhiming, secretary of the party group and chief procurator of the Xiong'an New District People's Court, clearly understands that taking on heavier responsibilities cannot simply take the old road of increasing the number of personnel and increasing personnel, but must embark on a new road.
The new road is in**?After a period of research and careful thinking, the party group of the Xiong'an New District People's Court decided to take the integration of procuratorial and case handling as the "general key" to solve the problem.
Over the past five years, the Xiong'an procuratorate has carried out all-round exploration of procuratorial integration, gradually built a flat management model that is compatible with the development characteristics of the Xiong'an New Area, and established a vertical system of two-level procuratorates.

Since 2021, the Xiong'an New District People's Court has built the Rongdong District Procuratorial Office and the High-speed Rail Hub Area Procuratorial Office, which are jointly dispatched by the two levels of procuratorates, according to the fact that the key areas of the Xiong'an New Area have been completed and put into use one after another. Among them, the Rongdong Area Procuratorial Office is responsible for handling judicial cases involving the Rongdong Area, and the High-speed Rail Hub Area Procuratorial Office is responsible for handling judicial cases involving the High-speed Rail Hub Area, Zanggang Area, Xiongdong Area, and Free Trade Zone.
In judicial practice, the district procuratorial office should not only handle judicial cases in the area, but also do a good job in legal publicity and rule of law education in the area, and at the same time actively participate in the social governance of the area and be a good assistant to the rule of law in the area. More importantly, after the establishment of the district procuratorial office, the advantages of the integrated office and case-handling mode have gradually been revealed, which not only coordinates the case-handling forces and advantages of the procuratorates at the two levels, but also realizes the "four major procuratorates" to perform their duties in an integrated manner, comprehensively, and actively in accordance with the law.
In 2022, in response to the fact that the Xiongxian County Procuratorate found that criminal cases such as theft and minor injuries at the construction site in the Xiongdong Resettlement Area were prone to frequent occurrences in the process of handling cases, the High-speed Rail Hub Area Procuratorate Office investigated and analyzed the relevant cases and found that there were hidden dangers such as imperfect security systems within the relevant construction units.
In order to strengthen safety awareness, we decided to carry out the management of the source of complaints, and organize and carry out special activities to supervise the 'internal security and security work of the construction unit' in the Xiongdong resettlement area. Jing Xiaojun, deputy director of the procuratorial office of the high-speed rail hub area, member of the party group and deputy procurator general of the Xiongxian County Procuratorate, told reporters that since the launch of the special activities, the incidence rate of criminal cases such as theft and minor injuries on the construction site has been greatly reduced.
In 2023, in response to the fact that the Rongcheng County Procuratorate found that the downstream crime of such crimes - the crime of covering up and concealing criminal proceeds - was not investigated and dealt with enough, the Rongdong District Procuratorate Office began to conduct an in-depth investigation and research on the waste industry in Xiong'an New Area. It was found that there were a number of illegally established scrap purchase sites in Xiong'an New Area, which facilitated the theft and sale of stolen goods.
On this basis, the Xiong'an New District People's Court, together with the Comprehensive Law Enforcement Bureau of the New District, strengthened the supervision and punishment of waste acquisition stations, coordinated to strengthen the management of litigation sources, and resolutely blocked the channels for criminals to sell stolen goods. Lin Jian, deputy director of the Rongdong District Procuratorate Office and director of the Political Department of the Rongcheng County Procuratorate, told reporters that not long ago, the Rongdong District Procuratorate Office and the Rongdong Management Committee signed the "Collaborative Opinions on Giving Full Play to the Procuratorial Functions and Helping the High-level Legal Management of the Rongdong Community" to further promote the work of the Rongdong District Procuratorial Office.

In November 2022, together with the Office of the Leading Group for the Construction of Digital Cities in Xiong'an New Area, we jointly issued the "Opinions on Supporting the Procuratorate of Xiong'an New Area to Deeply Integrate into the Construction of Digital Cities and Strengthen the Application of Big Data", which clearly expressed our support for the sharing, sharing and co-governance of administrative data and procuratorial data in Xiong'an New Area. Among them, the administrative public interest litigation case of sludge disposal around Baiyangdian Lake handled by the Anxin County Procuratorate based on this model was rated as a typical case of wetland protection public interest litigation by the Supreme People's Procuratorate and promoted nationwide.
In November 2022, the Anxin County Procuratorate of Xiong'an New Area, together with the county's Natural Resources Bureau, Ecological Environment Bureau, Agriculture and Rural Affairs Bureau, and Public Security Bureau, carried out breeding and release activities in Baiyangdian.
Through the comparison and analysis of big data, we sorted out the problems of non-standard sludge disposal procedures, untimely sludge transfer, and non-standard centralized storage facilities in the sewage treatment station, and issued procuratorial suggestions to the administrative organs, urging the administrative organs to carry out industry governance work, and realizing the promotion of industry rectification through case handling.
