The economical use of land is relative to the waste of land, and the focus is on improving the efficiency of land use. The intensive use of land is relative to the extensive use of land, and the focus is on improving land use patterns. 2.Revitalize and utilize the existing land

On April 9, 2020, Xinhua News Agency issued the "Opinions of the Communist Party of China on Building a More Perfect System and Mechanism for Market-oriented Allocation of Factors", which clearly stated that "encourage the revitalization of the stock of construction land".

The Ministry of Land and Resources' Guiding Opinions on Further Promoting the Redevelopment of Urban Inefficient Land (Trial) (2016) clearly defines inefficient land as urban stock construction land that has been identified in the second national land survey as urban stock construction land with scattered layout, extensive use, unreasonable use and dilapidated construction, and requires clear ownership and no disputes.

The redevelopment of inefficient land focuses on the redevelopment of construction land that has been developed but has low land use efficiency due to various reasons in development. The main purpose is to improve land use efficiency.

4.Urban renewal

In the report of the 20th National Congress of the Communist Party of China, it was proposed to improve the level of urban planning, construction and governance, accelerate the transformation of the development mode of megacities, implement urban renewal actions, strengthen urban infrastructure construction, and build livable, resilient and smart cities.
