Under such an existing market, on February 7, the Ministry of Commerce and other nine departments issued the "Opinions on Supporting the Healthy Development of New Energy Vehicle Cooperation" (hereinafter referred to as the "Opinions"), proposing 18 policy measures from six aspects to further help new energy vehicles go to sea.
Relevant analysis believes that at present, the main mode of China's automobile exports is still dominated by vehicle exports, such a model has advantages and disadvantages, which need to solve the difficulties and blockages, the introduction of the "opinions" reflects China's high attention and strong support for the new energy vehicle industry. Through the joint release of nine departments including the Ministry of Commerce, it can be seen that there is a high degree of coordination and consistency at the policy level, which will provide all-round and multi-level support and guarantee for the cooperation of new energy vehicles, so as to open up a multi-port access to the sea.
Strengthen after-sales capabilities such as overseas repairs
As a major producer and consumer market of new energy vehicles in the world, new energy vehicles made in China are entering the international market while meeting domestic demand, and the export scale is increasing year by year.
In 2023, the annual production and sales of new energy vehicles in China will reach 9.5 million units, ranking first in the world for nine consecutive years. According to the data, in 2023, the production and sales of new energy will be 95870,000 and 94950,000 units, an increase of 358% and 379%, with a market share of 316%, up from 5 in the same period last year9 percentage points. Among them, the export of new energy vehicles is 12030,000 units, a year-on-year increase of 776%。
At a time when China's new energy vehicles already have a large-scale market, on February 7, the Ministry of Commerce and other nine departments issued the "Opinions", putting forward 18 policy measures from six aspects. "On the whole, this "Opinions" reflects China's top priority and strong support for the new energy vehicle industry. Through the joint release of nine departments including the Ministry of Commerce, it can be seen that there is a high degree of coordination and consistency at the policy level, which will provide all-round and multi-level support and guarantee for the cooperation of new energy vehicles. Wang Peng, an associate researcher at the Beijing Academy of Social Sciences, told a reporter from Beijing Business Daily.
In terms of specific policies and measures, the first thing involved is to improve the ability and level of international operation. In this regard, the "Opinions" put forward five measures, including encouraging overseas R&D cooperation, improving overseas compliance management capabilities, strengthening cooperation with overseas related enterprises according to local conditions, strengthening after-sales capacity building such as overseas maintenance, and actively cultivating international talents.
Wang Peng believes that the "Opinions" encourage enterprises to carry out overseas research and development cooperation, which will help improve the technical level and international competitiveness of China's new energy vehicles. Cao Zhe, chief investment officer of Ai Wen Zhiluo, also pointed out to the Beijing Business Daily reporter that this will help China's new energy vehicle enterprises to obtain international advanced technology and improve their technological innovation capabilities.
Bai Wenxi, vice chairman of the China Enterprise Capital Alliance, told the Beijing Business Daily reporter that the "Opinions" guide new energy vehicles to strengthen cooperation with overseas related enterprises according to local conditions, which will help China's automobile enterprises better integrate into the global automobile industry chain and enhance the international competitiveness of China's automobile industry. "Through cooperation with overseas enterprises, we can share resources, technology and markets to promote the upgrading and development of China's automobile industry. ”
Optimize the procedures of export-related links
To support the healthy development of new energy vehicle cooperation, in addition to improving the ability and level of international operation, the "Opinions" also put forward five supporting measures.
In terms of improving the international logistics system, two measures are proposed, including optimizing transportation management and strengthening transportation guarantee and services. Wang Peng pointed out that this points to further improving the international logistics system of China's new energy vehicles and creating more convenient conditions for product exports. It is worth noting that it is mentioned that it is necessary to optimize the procedures of export-related links such as new energy vehicles and power batteries, compress the processing time, and improve the processing efficiency. Bai Wenxi also believes that this is expected to reduce export costs and improve export efficiency.
At the same time, in terms of strengthening financial support, the "Opinions" put forward four measures, including optimizing credit support methods, giving full play to the role of export credit insurance, enhancing enterprises' awareness and ability to hedge exchange rates, and facilitating cross-border settlement of RMB. Wang Peng said that the optimization of credit support methods points to solve the financing problems of new energy vehicle export enterprises, reduce their operating costs, and improve their market competitiveness. In Cao Zhe's view, this will also reduce the export cost of enterprises and improve the enthusiasm of enterprises to export.
In terms of optimizing the promotion activities, the "Opinions" put forward two measures: actively supporting enterprises to carry out business activities and strengthening the support of public platforms. Bai Wenxi mentioned that in this regard, the "Opinions" proposed to encourage qualified local and industry organizations to hold brand promotion in key overseas markets to support enterprises to build world-renowned brands. "This will help enhance the popularity and influence of China's auto brands and enhance the competitiveness of brands in overseas markets. Through brand promotion, more overseas consumers can understand China's automobile products, thereby promoting the growth of China's automobile exports. Bai Wenxi said.
In addition, the "Opinions" also emphasized the importance of creating a good environment, and put forward three measures to promote the internationalization of standards and mutual recognition of conformity assessment, give full play to the effectiveness of free agreements, and improve import and export management policies; In terms of enhancing risk prevention capabilities, two measures are proposed, including giving full play to the role of multilateral and bilateral mechanisms and actively and appropriately responding to foreign restrictive measures.
In Wang Peng's view, these two measures are intended to eliminate international barriers and improve the international recognition of China's new energy vehicle products. At the same time, by enhancing risk prevention capabilities and actively and properly responding to foreign restrictive measures, it will further enhance the anti-risk ability of China's new energy vehicle industry in the international market.
The vehicle export model is facing challenges
In recent years, the low-carbon transformation of the world economy has boosted the development of the new energy vehicle industry and driven the continuous growth of the global new energy vehicle market demand. Bai Wenxi believes that in the face of such demand, China's current new energy vehicle export model has advantages and disadvantages.
At present, the main mode of China's automobile exports is still dominated by vehicle exports. The advantage of this model is that it can intuitively display the quality and performance of China's automobile products and enhance the brand's recognition in overseas markets. At the same time, the export of finished vehicles is also conducive to the establishment of a complete sales network and after-sales service system, providing overseas consumers with a better car purchase and use experience. Bai Wenxi said, "However, there are also some disadvantages in the vehicle export model. First of all, the export of finished vehicles needs to face high transportation costs and customs taxes, which increases the export cost. Secondly, due to the differences in regulations, standards, and cultural backgrounds in different countries and regions, vehicle exports need to adapt to different market needs and regulatory requirements, which puts forward higher requirements for the international operation capabilities of automobile companies. ”
Bai Wenxi pointed out that at present, the problems faced by China's automobile exports mainly include the following aspects: first, the international market is fiercely competitive, and it is necessary to continuously improve product quality and performance and brand influence; Second, there are differences in regulations, standards, and cultural backgrounds in different countries and regions, and they need to adapt to different market needs and regulatory requirements; Third, the transportation cost is high, and the export logistics system needs to be optimized to reduce the export cost.
Therefore, in Bai Wenxi's view, the promulgation of the "Opinions" is timely. "In order to use the new policy of the "Opinions" to further accelerate exports, we can optimize export links, reduce export costs, and improve export efficiency; secondly, actively participate in brand promotion activities in key overseas markets to enhance brand awareness and influence; Finally, strengthen cooperation with overseas related enterprises, share resources, technology and markets, and enhance the international competitiveness of China's automobile industry. At the same time, it is also necessary to focus on improving product quality and performance, as well as the ability to adapt to different market needs and regulatory requirements, in order to meet the competition and challenges in the international market. Bai Wenxi said.
Wang Peng believes that, in general, the introduction of the "Opinions" will provide comprehensive, systematic and targeted policy support and guarantee for China's new energy vehicle cooperation. "This will help promote the high-quality development of China's new energy vehicle industry and further enhance its status and influence in the international market. At the same time, it will also inject new impetus and vitality into the development and cooperation of the global new energy vehicle industry. Wang Peng said.
