On February 7, the Ministry of Commerce and other nine departments issued the "Opinions on Supporting the Healthy Development of New Energy Vehicle Cooperation" (hereinafter referred to as the "Opinions").

The person in charge of the Foreign Trade Department of the Ministry of Commerce pointed out that in recent years, the low-carbon transformation of the world economy has boosted the development of the new energy vehicle industry and driven the continuous growth of the global new energy vehicle market demand. As a major producer and consumer market of new energy vehicles in the world, new energy vehicles made in China are moving towards the international market while meeting domestic demand, and the export scale is increasing year by year, making a positive contribution to promoting global green development.

The "Opinions" put forward 18 policy measures from six aspects, including improving the ability and level of international operation, improving the international logistics system, strengthening financial support, optimizing the best promotion activities, creating a good environment, and enhancing risk prevention capabilities, to promote the healthy development of new energy vehicle cooperation.

According to data from the General Administration of Customs, in 2023, China's automobile exports will cross two million steps, ranking first in the world for the first time, reaching 52210,000 units, an increase of 57 year-on-year4%。Among them, new energy vehicles are an important growth pole, with exports reaching 177 in 202330,000 units, an increase of 67 year-on-year1%。

The "Opinions" clearly need to improve the international operation ability and level of new energy vehicles and their first-chain enterprises, and put forward specific policy measures such as encouraging overseas R&D cooperation, improving overseas compliance management capabilities, strengthening cooperation with overseas related enterprises according to local conditions, strengthening after-sales capacity building such as overseas maintenance, and actively cultivating international talents.

In terms of strengthening cooperation with overseas related enterprises, the "Opinions" pointed out that it is necessary to guide new energy vehicles and their first-class chain enterprises to give full play to their own advantages, carry out technical cooperation in relevant countries, and build a first-class industrial chain system jointly built and shared by all parties. Encourage industry organizations to strengthen overseas market research, according to market size, potential, consumption structure, industrial complementarity, country risks and other factors, to guide new energy vehicles and their first chain enterprises to optimize international cooperation.

In fact, many new energy vehicle companies have made arrangements for "going overseas" to build factories. At the beginning of 2024, a new round of overseas factory construction plans for China's new energy (600617) automobile companies is also brewing: on January 12, Nezha Automobile announced that its third overseas factory will be located in Malaysia; On January 30, BYD (002594) announced that it had officially signed a pre-purchase agreement with the city of Szeged, Hungary for the land of its passenger car plant, making a new substantive breakthrough in the localization process in Europe.

In particular, the Opinions also propose to strengthen financial support, encourage banking institutions to expand the scale of cross-border RMB settlement, support new energy vehicle enterprises and their related enterprises to be included in a higher level of investment facilitation pilots, and simplify the business handling process.
