The Beijing-Tianjin-Hebei region released the first batch of unified local standards for coordination in the field of social credit**.
The "digital ID" function of the organization is more robust.
Recently, led by the Hebei Provincial Market Supervision Bureau, together with the Beijing Municipal Market Supervision Bureau and the Tianjin Municipal Commission for Market Regulation, the "Unified Social Credit ** Data Element Exchange Specifications for Legal Persons and Other Organizations" and the "Unified Social Credit ** Data Sharing and Application Specifications for Legal Persons and Other Organizations" were released in the Beijing-Tianjin-Hebei coordinated local standards, which will be implemented simultaneously in Beijing, Tianjin and Hebei from February 18, 2024.
As the only and unchanging identity identifier of an organization nationwide, the Unified Social Credit** is the "digital identity card" of the organization, laying the foundation for information sharing and business collaboration between various departments, and is an important cornerstone of the social credit system.
According to the relevant person in charge of the Provincial Market Supervision Bureau, according to the requirements of the "Notice on the Overall Plan for the Establishment of a Unified Social Credit System for Legal Persons and Other Organizations of the Reform Commission and Other Departments", since the implementation of the unified social credit system in 2015, the dynamically updated unified social credit database in each region of Beijing, Tianjin and Hebei has been completed, covering registration and management departments such as institutional establishment, judicial administration, civil affairs, civil religion, trade unions, and market supervision. Beijing, Tianjin and Hebei have carried out unified social credit information application services according to the needs of each ** department, but the application methods and technical means are different, and there are problems such as poor dynamics of data services, low sharing and application efficiency, and poor security, which affect the overall efficiency of data resource sharing applications. In order to promote the coordinated development of Beijing-Tianjin-Hebei, standardize the exchange of unified social credit** data in Beijing-Tianjin-Hebei, and strengthen the sharing and application of unified social credit** data between regions, the market regulation departments of the three places jointly proposed to formulate these two local standards for Beijing-Tianjin-Hebei coordination.
Regulating and unifying the sharing and application of social credit** data plays an important role in data sharing among all government affairs departments in Beijing, Tianjin and Hebei, and in establishing a cross-departmental and cross-platform data sharing and application system. In terms of the integration of public services, the Beijing-Tianjin-Hebei unified social credit data information is an important basic government resource, with the characteristics of comprehensiveness, sharing, and integration, and provides data support for departments at all levels to carry out e-government, strengthen administrative management, and supervise the economic and social behavior of enterprises, public institutions and social groups. In terms of the implementation of "Internet + supervision", the unified social credit** has a unique identification function in the whole life cycle of the institution, and the introduction of unified social credit** information into e-government, e-commerce and other fields will help the ** department to carry out institutional information collection, historical traceability, and government governance, and give full play to the effectiveness of government affairs supervision. In terms of the establishment of the social credit system, the effective sharing of social credit data and information in the Beijing-Tianjin-Hebei region is of great significance for the establishment of the Beijing-Tianjin-Hebei credit data sharing zone, helping cross-regional mutual recognition of credit information, and forming an integrated pattern of data exchange and linkage.
As the first batch of local standards for Beijing-Tianjin-Hebei coordination in the field of unified social credit, the two standards focus on the integration of Beijing-Tianjin-Hebei unified social credit data resources and the establishment of the Beijing-Tianjin-Hebei unified social credit basic resource library, stipulate the Beijing-Tianjin-Hebei unified social credit** data element, and make technical requirements for the application of the Beijing-Tianjin-Hebei unified social credit interface, aiming to provide identity authentication, security verification and data sharing applications for inter-departmental business collaboration.
The two standards will provide unified and standardized technical support for the application of unified social credit** data resources across regions, departments, and platforms, provide data support for the integration and integration of public services, promote the implementation of "Internet + regulation", and help the establishment of the social credit system, and further strengthen the role of the "digital ID" of unified social credit**.
