On February 19, the author, together with the democratic supervision group of the monthly topic of "paid staggered sharing of public parking resources around the community" led by the Beijing Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC), successively went to Beijing Xianglong Bus Transportation Company in Haidian District, Xiaonanzhuang Community of Haidian Street, and Wanliu Xingui Building to investigate the paid and staggered sharing of parking resources, and participated in the symposium in the conference room of Wanliu Xingui Building, and listened to the introduction of the Municipal Transportation Commission and the Haidian District Transportation Committee on promoting the paid and staggered sharing of public parking resources around the community. Through research and discussions, the author has a preliminary understanding of the general situation of Beijing's promotion of paid and staggered sharing of public parking resources around the community.
With the social and economic development of the capital and the improvement of people's living standards, the number of motor vehicles continues to grow, and the problem of "difficult parking, chaotic parking and expensive parking" has increasingly become a difficult point in urban management and a pain point in people's livelihood. According to the principles of focusing on high frequency, continuing governance, overcoming difficulties and taking into account overall planning, through the big data analysis of citizens' demands in 2023, Beijing will include "paid and staggered sharing of public parking resources around the community" into the "one question per month" in 2024 to carry out special governance.
The so-called "paid staggered sharing of public parking resources around the community", simply put, is that the demand for night parking in residential communities is large, and some of the nearby operating parking lots, internal parking lots of property buildings and parking resources of institutions, enterprises and institutions are idle at night, so some operating parking lots, internal parking lots of property buildings and parking resources of institutions, enterprises and institutions can be opened at night, and a certain fee is charged. It can be said that "paid staggered sharing of public parking resources around the community" is one of the effective measures to revitalize the existing parking resources, improve the efficiency and management level of parking facilities, and alleviate the contradiction between regional parking supply and demand.
As early as November 2019, Beijing issued the "Guiding Opinions on Promoting the Paid Staggered Sharing of Parking Facilities in the City". "Opinions" focus on the difficulties faced in the development of shared parking, clear to innovation, coordination, green, openness, sharing as the concept, starting from parking fine governance, co-governance, rule of law, in accordance with the principle of encouragement, standardization, development, through the first guidance, market operation, enterprise management, personal participation, etc., to promote the implementation of paid staggered sharing of parking facilities in public buildings within the administrative area of the city with safety and management conditions. At the same time, the "Opinions" also stipulate that the parking facilities of residential communities can be opened to the public under the condition that they meet the parking needs of residents in their residential communities.
Since 2020, the paid staggered sharing of parking facilities has been continuously included in the practical tasks of people's livelihood in Beijing, and through the joint efforts of the city, district and street, we will focus on increasing the supply of staggered shared resources, pressing forward, and striving to alleviate the parking problems of citizens. After continuous promotion in recent years, the paid staggered sharing of public parking resources in Beijing has achieved initial results, and there are currently more than 60,000 staggered shared parking spaces in the city, which has revitalized parking resources and alleviated the contradiction of residential parking to a certain extent.
However, as the work progresses into the "deep water area", paid staggered sharing is currently facing some difficulties and problems that need to be solved.
The first is the issue of resources. At present, the existing staggered shared parking spaces are mainly commercial parking lots, which are restricted by various factors such as **, time, distance, etc., and the operational parking lot resources that match the parking needs of residents are becoming less and less. At the same time, the lack of supporting policies for the open sharing of parking lots of government agencies, enterprises and institutions, and there are many concerns in management and safety, so the degree of cooperation with the paid staggered sharing of parking lots is often not high, and it is difficult to further release resources. Therefore, it is necessary to improve the policy support system and mobilize the enthusiasm of the "parking facility supplier" through two types of means: encouragement and guidance and administrative guidance.
The second is the problem of habit. On the one hand, parking resources are insufficient, but on the other hand, there is a phenomenon of vacant parking resources. Up to now, Haidian District has provided more than 11,000 staggered shared parking spaces, but only more than 6,000 parking spaces have been staggered. That is to say, some residents' recognition of staggered shared parking is not high enough, and the behavioral habit of staggered shared parking has not yet been formed. Therefore, it is necessary to select excellent cases, summarize experience and practices in a timely manner, do a good job in publicity and promotion, and improve the utilization rate of paid staggered sharing parking resources.
The third is the issue of constraints. Due to the lack of effective constraints, whether it is a commercial parking lot, or a parking lot of government agencies, enterprises and institutions, there are concerns about whether residents' vehicles can leave as agreed. Commercial parking lots are worried about affecting the normal operation of parking lots during non-shared time periods. The parking lots of government agencies, enterprises and institutions are worried about affecting the normal use of employees. Therefore, it is necessary to clarify the rights and obligations of both supply and demand, formulate liability for breach of contract and dispute resolution methods, and further promote the institutionalization and standardization of paid and staggered sharing of public parking resources.
Fourth, there is the issue of mechanism. At present, all aspects of the paid staggered sharing of public parking resources are mainly promoted, mainly relying on the street to match the supply and demand sides to reach an agreement, and an effective market-oriented operation mechanism has not yet been formed. Relying solely on the operational mechanism of the ** department is inefficient, which also greatly increases the pressure on grassroots work, which is not a long-term solution. Therefore, it is necessary to guide the paid staggered sharing of public parking resources from "leading" to "market-oriented", and gradually realize self-development, which is mainly responsible for supervision and law enforcement.
Fifth, there is the issue of information. Although some parking lots have established an intelligent parking management system, due to the lack of a unified staggered sharing resource platform, the data between various parking lots cannot be effectively shared, and it is difficult for residents to obtain parking staggered sharing information in time. Therefore, it is necessary to establish an information sharing system and publish relevant information through the Internet platform to facilitate the surrounding residents to understand the status of regional parking resources.
In the process of research, the Xiaonanzhuang community of Haidian Street launched the meeting hall to solve the parking problem autonomously. Xiaonanzhuang community was built in the early 70s of the 20th century, with a shortage of more than 500 parking spaces, and "parking difficulties" have become the most urgent problem to be solved in the community. In order to solve the old and difficult problem of community parking, under the guidance of the community party committee, under the advocacy of community residents, with the unremitting efforts and multi-party coordination, community residents spontaneously formed a non-profit community social organization "Xiaonanzhuang Parking Autonomous Management Committee", and established a community discussion and consultation mechanism. It not only successfully solves the shortage of more than 400 parking spaces in the community, but also creates additional income for the parking lot operator**, and realizes a win-win situation of benefiting residents and increasing the income of the parking lot.
The author believes that the Xiaonanzhuang community of Haidian Street provides an important experience that can be replicated for the paid staggered sharing of public parking resources: party building guidance + resident autonomy + consultative democracy + win-win sharing.
