As a pilot city for the national "double reduction" work, Shenyang City, Liaoning Province, undertakes the task of "double reduction" work innovation and practice. As one of the districts and counties of the "double reduction" pilot city, Liaozhong District has encountered problems such as teachers' lack of thorough understanding of the requirements of "double reduction", low classroom teaching efficiency, and insignificant effect of reducing the burden of coursework in the implementation of "double reduction". How to break the dilemma? Focusing on empowering teachers and improving classroom efficiency, the Education Bureau of Central Liaoning District takes the construction of "subject teaching and research base schools" as the starting point, and allows subject teaching and research staff to guide the construction and development of base schools by establishing 14 "subject teaching and research base schools". In the past two years, the "Discipline Teaching and Research Base School" has created two models, so that the "double reduction" work has achieved remarkable results.
Mode 1: Base school + teachers, establish a famous teacher incubator. With the "subject teaching and research base school" as the main position, we will give full play to the leading role of subject teaching and research personnel and famous teachers in discipline teaching and research, and adopt "five empowerment" measures for teachers, and strive to improve teachers' teaching and research capabilities.
The first is psychological empowerment. In order to solve the problem that parents have no method or improper method to educate their children, Liaoning Central District adopts the form of "training teachers first and then radiating parents" to help teachers not only improve their psychological quality but also master the knowledge and skills of psychology, and then guide parents, and finally realize "a happy home, a warm city".
The second is training and empowerment. In order to avoid the blindness of teacher training, each "subject teaching and research base school" has accurately formulated a three-year talent training plan and a teacher's personal growth plan on the basis of fully understanding the individual needs of teachers. In response to the common vision, centralized training is adopted, and the disciplinary advantages of the base school are given full play to the needs of teachers' personalities, and the forms of going out and mentoring are adopted to focus on cultivating regional famous teachers.
The third is the empowerment of teaching and research. Liaoning Central District relies on the "Discipline Teaching and Research Base School" to establish the teaching and research characteristics of "one school, one product" and promote the sharing of teaching and research resources. For example, six schools, including the Ubox Nine-Year Consistent School, have jointly established a research project to connect the list of labor tasks to realize the co-construction and sharing of labor education resources and venues.
Fourth, the empowerment of high-quality courses. Liaoning Central District actively explores the path of collective lesson preparation relying on the base school, and adopts the peer assistance method of inter-school "grinding lessons" to achieve "five preparations, five refinements", and makes every effort to create high-quality courses.
Fifth, team empowerment. Liaoning Central District relies on the "Discipline Teaching and Research Base School" to cultivate a seed teacher team in the discipline system, establish seed teacher access standards, determine the time point according to the age group, and gradually transform subject teachers into seed teams, so that teachers have the literacy and ability to implement the "double reduction". In the past two years, Liaoning Central District has cultivated nearly 100 "double reduction" research-oriented teachers, more than 100 projects have been completed, and a team of seed teachers has been initially formed.
Mode 2: Base school + classroom, effectively improve classroom efficiency. Deepening the reform of classroom teaching and improving quality and efficiency is the key link and fundamental way to implement the "double reduction". To this end, improving classroom efficiency is the focus of the construction of "subject teaching and research base schools".
Guided by the "Discipline Teaching and Research Base School", cross-unit, interdisciplinary and even cross-school thematic project-based learning is carried out on the basis of disciplines, changing the classroom form, breaking the classroom boundaries, and enhancing students' enthusiasm for participating in learning. At the same time, relying on the national smart education public service platform, we actively set up a model of resource "cloud" sharing, "cloud" interconnection between teachers and students, and "cloud" interaction in the classroom, so as to realize the reasonable flow of high-quality resources.
With the "subject teaching and research base school" and seed teachers as the tackling team, the classroom evaluation form is innovated around the common problems of teaching evaluation, and the base school promotes the typical experience to the whole district through mutual visits and exchanges. For example, Laoguantuo Nine-Year Consistent School, as a base school for information technology disciplines, pioneered the "Starlight Coins" evaluation method. According to the evaluation criteria of information awareness, computational thinking, digital learning and innovation, etc., the school will give "Starlight Coins" to students with outstanding performance, and the number of "Starlight Coins" held by students is an important basis for participating in information technology clubs such as maker clubs and electronic production. After joining the club, the works made by students can also be rewarded with "Starlight Coins". At present, the evaluation of "Starlight Coins" has penetrated from information technology disciplines to other disciplines, which has had a positive impact on other schools.
"Discipline Teaching and Research Base School" has injected vitality into the development of education in Liaoning Central District. Next, the work measures of "base school + X" will be adopted, and finally a "external reduction and internalization" model with "famous teacher effect, characteristic courses, efficient classrooms, and wonderful clubs" as the main line will be formed, so that students can return to campus actively and happily, and the development of school connotation and the all-round development of students will achieve a spiral, and finally form a sample of regional promotion of "double reduction".
