The experience and practices include promoting the transformation of migrant workers into construction industry workers in the new era, improving the management of the real-name system for construction workers, improving the skill level of construction workers, strengthening overall coordination and policy support, and protecting the legitimate rights and interests of construction workers.

In terms of promoting the transformation of migrant workers into construction industry workers in the new era, various measures have been taken to cultivate workers in their own industries, guide the transformation and development of labor service enterprises, strengthen the training of high-quality and high-skilled industrial workers, and enhance the sense of belonging of construction workers. For example, Shaanxi Province has promoted large-scale construction enterprises to explore a model based on their own skilled workers and supplemented by social labor resources, and set up their own construction labor companies.

In terms of improving the management of the real-name system for construction workers, all localities have expanded the functions of the real-name management system, promoted the full coverage of projects, enterprises and personnel, and promoted the linkage management of the real-name system and daily supervision. For example, Fujian Province promotes the real-name management platform of the provincial real-name system and the real-time docking of the provincial electronic administrative supervision platform for public resource transactions and the approval management system for engineering construction projects, dynamically obtains project approval information and construction permit information, and the provincial real-name management platform synchronously generates project information to achieve full coverage of real-name supervision of projects under construction.

In terms of improving the skill level of construction workers, all localities have promoted the construction of construction industry worker cultivation bases in the new era, formulated and implemented standards for the allocation of skilled workers, promoted the improvement of the skill level of industrial workers through competition, and promoted the construction of construction workers' industrial parks. For example, Anhui Province and County vigorously promote the construction of new types of construction industry worker training bases; Chengdu, Sichuan Province held a vocational skills talent competition; Hangzhou City, Zhejiang Province, promotes the construction of a service park for construction workers.

In terms of strengthening overall coordination and policy support, all localities have established a coordinated promotion mechanism, increased policy support for vocational skills training, and established a skill-oriented incentive mechanism. In terms of protecting the legitimate rights and interests of construction workers, the main experience measures include promoting the construction of systems to prevent arrears and strengthening the joint efforts of multiple departments to resolve wage arrears.
