A person found to be carrying 5 pills or less** is considered a drug addict and is simply sent to a drug rehabilitation center without incarceration.

This provision has raised concerns that drug traffickers may disguise themselves as drug users and evade justice. Saita said that this rule will be re-evaluated, as no one should have even one capsule**.
