Recently, the National Development and Reform Commission, the National Bureau of Statistics, and the National Energy Administration issued the Notice on Strengthening the Convergence of Green Power Certificates and Energy Conservation and Carbon Reduction Policies and Vigorously Promoting Non-Fossil Energy Consumption (hereinafter referred to as the "Notice").
The relevant person in charge of the National Development and Reform Commission said that the issuance of the "Notice" will further strengthen the connection between green certificates and energy conservation and carbon reduction policies, stimulate the demand potential of green certificates, consolidate the foundation for the issuance and trading of green certificates, expand the application scenarios of green certificates, support all regions and various entities to increase renewable energy consumption, and make greater efforts to promote energy conservation and carbon reduction.
Consolidate the main responsibilities of relevant units
In recent years, with the acceleration of the comprehensive green transformation of economic and social development, the demand for green power has shown a rapid growth trend.
The person in charge pointed out that due to the constraints of renewable energy resource endowment and transmission channels, it is difficult for some regions and enterprises to increase renewable energy consumption in a large proportion in the short term, and it is generally recommended to speed up the convergence and coordination of green certificates and energy conservation and carbon reduction policies, expand the application scope of green certificates, and support various regions and various entities to increase renewable energy consumption through the purchase of green certificates.
In addition, the dual control of green certificates and energy consumption, renewable energy consumption statistics, renewable electricity consumption responsibility assessment and other systems need to be connected, and their roles in carbon emission statistics and accounting and international mutual recognition need to be played, and the demand-side potential of green certificates has not been fully released. To this end, the National Development and Reform Commission and other departments have issued this "Notice" on the basis of in-depth research and extensive listening to opinions and suggestions.
In order to do a good job in the implementation of various tasks, the "Notice" proposes to strengthen overall coordination, strengthen transaction supervision, timely accounting data, and increase publicity. The National Development and Reform Commission and the National Energy Administration, in conjunction with relevant departments, will strengthen the overall coordination of the inclusion of green certificates in the dual control policy on energy consumption and the expansion of application scenarios of green certificates. Green certificate issuance institutions, power grid enterprises, and power trading institutions should implement the main responsibility, and do a good job in the issuance and trading of green certificates in accordance with laws and regulations. Each region can establish implementation rules in light of actual conditions, consolidate the responsibility of renewable energy consumption of energy-using entities, and ensure the implementation of various tasks。 The National Development and Reform Commission and the National Energy Administration have strengthened the supervision and management of the implementation of the green certificate system and the green certificate transactions of various regions and types of entities, and strictly prevented and strictly investigated and punished false transactions, forgery and tampering with data in the process of green certificate issuance and green electricity transactions.
Clarify the specific arrangements for green electricity trading
The notice makes arrangements for strengthening the convergence of green certificates and energy consumption dual control policies, proposes to deduct non-fossil energy from the total energy consumption and intensity of various regions in the "14th Five-Year Plan" provincial people's energy conservation target responsibility assessment, and further clarifies the specific arrangements for the index accounting and deduction methods of green certificate trading electricity.
The first is to include the amount of electricity traded in green certificates into the accounting of energy-saving evaluation and assessment indicators. The "Notice" clarifies that the green certificate will be used as the basic voucher for renewable electricity consumption, and the corresponding amount of electricity traded by the green certificate will be included in the "14th Five-Year Plan" provincial people's energy conservation target responsibility evaluation and assessment index accounting. The second is to clarify the deduction method for the amount of electricity traded in green certificates. In the accounting of energy-saving target responsibility evaluation and assessment indicators, the renewable energy consumption deduction policy based on physical electricity and supplemented by inter-provincial green certificate trading shall be implemented。 The third is to avoid repeated deductions of electricity from green certificate transactions. The corresponding green certificates for inter-provincial renewable energy market-based transactions and green power transactions, as well as the green certificates traded within provincial-level administrative areas, have been included in the renewable energy consumption in relevant areas in accordance with the current statistical rules, and will not be repeatedly deducted in the assessment of energy-saving target responsibilities。
The person in charge particularly emphasized that the green certificate trading electricity deduction policy can alleviate the pressure on the completion of energy conservation indicators in some regions, but because the green certificate trading is based on the actual power generation of renewable energy, it will not directly affect the decline of national energy consumption intensity. In order to adhere to the orientation of giving priority to conservation and energy efficiency, promote local governments to rely more on energy conservation itself, and do their best to complete the binding targets for reducing energy intensity in the 14th Five-Year Plan, the "Notice" sets the upper limit of the deduction of the electricity corresponding to green certificate transactions in the accounting of energy conservation target responsibility evaluation and assessment indicators. In principle, the amount of renewable energy consumption deducted by the provinces receiving from inter-provincial green certificate trading shall not exceed 50% of the energy conservation required to achieve the energy intensity reduction target of the 14th Five-Year Plan.
Consolidate the foundation for the issuance and trading of green certificates
According to the person in charge, in order to consolidate the foundation for the issuance and trading of green certificates, the "Notice" has deployed relevant work from three aspects: accelerating the progress of green certificate issuance, expanding the scope of green certificate trading, and standardizing the green certificate trading system.
The first is to speed up the establishment of renewable energy projects and the issuance of green certificates. Green certificate issuing institutions are required to work with power grid enterprises, power trading institutions, and renewable energy power generation enterprises to accelerate the progress of green certificate issuance, and clarify the work goal of establishing and establishing a national centralized and distributed renewable energy power generation project by the end of June 2024. The second is to expand the scope of green certificate trading. With the management of energy conservation and carbon reduction of new projects and key energy-using units as the starting point, we will further expand the application and trading scope of green certificates. The third is to standardize the green certificate trading system. Support the establishment of an inter-provincial green certificate trading coordination mechanism and trading market, support the supply and demand provinces of green certificates to lock in the scale of inter-provincial green certificate transactions through agreements between the first provinces in light of the actual situation, and assist business entities to carry out green certificate supply and demand docking, centralized trading, technical services, and dispute resolution.
The person in charge also introduced the relevant requirements in the "Notice" on how to further strengthen the connection and coordination between green certificates and energy conservation and carbon reduction management, carbon emission accounting, and product carbon footprint. The first is to improve the certification of green electricity consumption and the management mechanism for energy conservation and carbon reduction. Accelerate the establishment of a green electricity consumption certification mechanism based on green certificates, and clarify certification standards, systems and labels。 Strengthen the application of green certificates in the management of energy budgets and carbon emission budgets, and include green certificates in the energy-saving review and carbon emission evaluation management mechanisms of fixed asset investment projects. The second is to strengthen the connection between green certificates and carbon accounting and carbon market management. Incorporate green certificates into a unified and standardized carbon emission accounting system, and gradually clarify the specific accounting methods for the application of green certificates in the rules of the carbon emission accounting system for regions, industry enterprises, public institutions, and key products. The third is to strengthen the effective support of green certificates for product carbon footprint management. Promote the inclusion of green certificates in the basic methods and general national standards for product carbon footprint accounting, and accelerate the clarification of the general scope of use and identification methods of green certificates. Fourth, strengthen the international mutual recognition of green certificates. Encourage the strengthening of diversified and multi-level international exchanges, and promote the convergence of carbon emission accounting methods and green certificates of international institutions, especially large international institutions. Actively participate in the setting and discussion of international green certificate issues, promote the research and formulation of international standards for the issuance, measurement and trading of green certificates, and strive to enhance the international influence and recognition of China's green certificates.
