There is a strange question here: Li Desheng used to be Xie Fuzhi's old subordinate, how can there be a reason for leaders to hinder the promotion of subordinates? There is no conflict between the two, and if Li Desheng can hold such an important position, there will be no harm to Xie Fuzhi, but it may be helpful. Xie Fuzhi opposed Li Desheng's appointment for the following three reasons.
The first reason is that the situation at the top of our army at that time was slightly complicated, and the former Siye generals accounted for almost half of the country. Huang, Wu, Qiu, and Li all held high positions in the army, Huang Yongsheng was the chief of the General Staff and a member of the Politburo, and Qiu Huizuo was appointed director of the General Logistics Department. Among the three key departments of the headquarters, only the General Political Department has not yet been occupied by the four field generals. Li Zuopeng and Wu Faxian are determined to succeed in this, and they praise each other as the "internal candidates" for the director.
Xie Fuzhi is a sleek person, and he doesn't want to conflict with the core generals of Siye, and there are interests between them。This point was investigated and confirmed by ** after Xie Fuzhi's death. Therefore, when the chairman nominated Li Desheng, he still raised objections, opposing the transfer of cadres from the former Erye system to the General Political Department, so as not to provoke the relevant leaders. This is mainly from the perspective of selfishness, which is inconsistent with **.
The second reason is that Xie Fuzhi was born as a political work cadre, and in the Second Field Army, his qualifications and status are much higher than Li Desheng. In the late sixties, Li Desheng suddenly rose to prominence and was about to become director of the General Political Department, which made Xie Fuzhi feel uncomfortable。You must know that during the Liberation War, Xie Fuzhi served as the political commissar of the 3rd Corps of the Second Field Corps, and when the war was almost over, Li Desheng was only the commander of the 35th Division of the 12th Army. Although he was Xie Fuzhi's subordinate, he was several levels behind in rank, and when Xie Fuzhi became the founding general in 1955, Li Desheng's military rank was only major general. Now seeing that Li Desheng is almost "on an equal footing" with himself, Xie Fuzhi is not easy to accept.
The third reason. It is true that Li Desheng had never held a military post in the political work category before, and he seemed to lack experience in political work. Li Desheng was a typical military general during the war years, and the Battle of Shangganling was also fought very well, so although Xie Fuzhi had been his superior, he had a stereotype of Li Desheng and had a certain prejudice, feeling that he was not qualified for political jobs because of his low level of education. But Xie Fuzhi apparently lacked an investigation and overlooked one detail.
As early as when he was the secretary of the provincial party committee in Anhui, Li Desheng had excellent ability to handle relationships and work performance, skillfully resolved the "armed struggle", and quickly stabilized the local social order. The chairman has a clear view of all this: a good political cadre must not only implement the best decisions, but also straighten out the relations between all parties. Li Desheng has both abilities. As Li Desheng's old boss, Xie Fuzhi did not know enough about his subordinates, and he also raised some unrealistic objections when the chairman identified Li Desheng. It is wise to make personnel arrangements, and it can effectively check and balance the forces of a certain faction, but Xie Fuzhi does not realize this.
The post of director of the General Political Department should be judged not only by the level and experience of political work, but also by his loyal character and virtue.
