In order to ensure the basic livelihood, healthy growth and lawful rights and interests of children in difficulty, the State has established a system for safeguarding children in difficult circumstances and formulated corresponding application procedures.
1. Application Procedures
The application process for child protection in difficult circumstances mainly includes the following steps:
1.Application Stage
Children in difficult circumstances or their guardians submit a written application to the sub-district office or township (town) people** at the place of household registration.
For children in distress raised by social welfare establishments (including institutions for the protection of minors), the establishments are responsible for completing the "Application for Approval of Basic Livelihood Safeguards for Children Raised by Institutions" and submitting relevant materials.
Under the guidance of the local village (resident) committee, the guardians or relatives of socially dispersed children shall submit a written application to the sub-district office for the area where the child's household registration is located, and provide relevant materials.
2.Provision of materials
The materials required by the applicant include but are not limited to the identity documents such as the applicant's household registration book, ID card, etc., as well as the corresponding supporting materials according to the type of application.
For example, low-income people should be provided with a low guarantee; Persons with severe disabilities should provide a certificate of national disability, etc.
If the child's parents are dead or missing, a death certificate issued by the public security department or a medical and health institution, or a legal document issued by the people's court declaring the child's death, or a legal document issued by the people's court declaring the child to be declared missing, must also be provided.
3.Approval process
After the preliminary examination of the community (village) and the review of the street (township), the eligible applications will be submitted to the District Civil Affairs Bureau for approval.
If the district civil affairs bureau signs a guardianship agreement with the guardian and approves it, the basic living expenses or subsidies for the child shall be issued according to the approved standards from the following month.
4.Special Circumstances Handling
For socially dispersed children who are unable to make an application, the village (resident) committee should take the initiative to help them submit the application.

Applicants should provide relevant materials truthfully and must not be deceptive.
The application materials shall be reviewed and stamped by the community (village) and sub-district (township) and submitted to the District Civil Affairs Bureau.
The District Civil Affairs Bureau will make an approval decision within 30 working days and notify the applicant.
