1. Overview of the event
In April 2020, there was a land plot in the urban area of Wuluo, South Outer Ring, Yunmeng County, Xiaogan City, Hubei Province7 acres of gas station, Sinopec participated in the auction, but in the end it was won by the humble Yunmeng Baichen Company at a low price of 4.8 million, why is it said that it is a low price? Because in November of the same year, there was a gas station with an area of 5 acres in Yunmengdaodian Township, next to National Highway 316, and it was a township land, but the asking price was as high as more than 12.6 million. Only half a year apart, Sinopec has participated in the two pieces of state-owned land, the bidding gap is as high as 7.8 million, the price difference is huge, why did Sinopec give up the low-cost urban land and auction the best township land? Why can't you compete with a small private enterprise? What's the secret?
Second, the fog lifts
The relevant personnel did not understand the reason, and in the process of questioning the matter, they found that Sinopec Company did not follow the formal process before and after the entire bidding process.
The formal process is: Sinopec Hubei Provincial Company acquires land in the province, and the provincial company must hold a meeting to study, and then the provincial company authorizes the natural persons of the municipal companies to participate in the on-site bidding; And the deposit involved in the bidding process must be transferred to the local financial account through the basic account of the provincial company. But what is the strange process of the land auction in Wuluo, the outer ring of Yunmeng South?
1.No authorization from Sinopec Hubei Provincial Company. Zhang, the person in charge of Yunmeng Baichen Company, asked Xie Mou, an employee of Sinopec Yunmeng County Branch, to report his name in the form of "transfer" authorization. (See image below).
2.Seriously violating the principle of the normal financial process that the deposit must be transferred to the local financial account through the basic account of the provincial company. On January 20, 2020, it was transferred from Sinopec Wuhan Finance Company (a financial institution supervised by the People's Bank of China) to a deposit of 2.55 million yuan from the Yunmeng County Finance Bureau, and on April 24, it was withdrawn to a special account (non-basic account) of Sinopec Xiaogan Branch, and on April 27, it was transferred to the Yunmeng County Finance Bureau again, and it was returned to Sinopec Wuhan Finance Company around May 15, which lasted for more than three months. 3. Follow-up development
After being questioned, although the discipline inspection team of Sinopec Hubei Province claimed that everything was done in a formal manner, the relevant meeting minutes, including the power of attorney, were important documents and could not be provided.
On November 3, 2023, the Xiaogan Municipal Commission for Discipline Inspection notified the acceptance, and as a result, on November 16, the staff of the Commission for Discipline Inspection invited the whistleblower to the interrogation room to meet, but did not allow him to tell the case.
On January 2, 2024, the Xiaogan Municipal Commission for Discipline Inspection used the description of Sinopec Hubei Company (see figure below) to prove that the land auction procedure was legal and compliant, and the case was closed.
Fourth, there are many doubts
1.Why did Yunmeng Baichen Company say that it was deceived? They only provided funds during the land auction process, and they were not involved in anything else. So who is deceiving Baichen Company? Who is helping them to successfully bid for land?
2.In advance, the Bureau of Commerce was the owner of the plot and the competent authority of the refined oil industry, and Sinopec was invited to participate but did not ask for the price. What are the intertwined interests?
3.If the process is reasonable and formal, why can't Sinopec get a power of attorney?
4.In the bidding process, the normal financial process principle that the deposit must be transferred to the local financial account through the basic account of the provincial company is seriously violated, so why don't major investment funds go through the basic account? Is the deposit payment channel with abnormal trajectory, and the time is more than three months, and the amount is huge, has it been suspected of misappropriation**?
