1. Promote development and security together, create "active policing", and strictly control "inspections". First, the remediation of key parts. Strengthen the investigation of risks and hidden dangers in key parts, take the initiative to report to the party committee for all kinds of risks and hidden dangers found, report to functional departments in a timely manner, and promote the implementation of departmental supervision, industry supervisors, and unit main responsibilities. Always adhere to the "zero tolerance" for problems and hidden dangers, combined with the normalization of the fight against organized crime and evil, the elimination of pornography and illegal activities, and other special work, increase the special rectification of restaurants, hotels, Internet cafes, KTVs and other key areas prone to fights and public security chaos, inspect and implement the real-name registration system and the implementation of the security system, the use of fire protection facilities, eliminate all kinds of public security and safety hazards, improve the awareness of law-abiding business owners, and ensure that the hidden dangers are cleared. The third is the control of key items. Focusing on the investigation of violations, hidden dangers, and systems, we will organize safety inspections of enterprises involved in dangerous and explosive projects from time to time, strengthen the supervision and other technical defense facilities, and strictly supervise the implementation of safety management measures such as monitoring and application, guard care, flow registration, and safe storage of hazardous explosives, so as to ensure that "no explosion, no loss", prevent safety accidents, and comprehensively improve the quality of safety prevention in the jurisdiction. Since December 2023, two rounds of inspections have been carried out on 34 enterprises and institutions involved in dangerous and explosives in the jurisdiction, with an inspection rate of 100%.
2. Focus on service and management efficiency, create "preventive policing", and strictly control "risk control". On the one hand, keep an eye on personnel movements. Carry out another combing and investigation of the mentally ill persons who caused accidents and accidents in the jurisdiction, fully grasp the situation of the registered personnel and their related persons, pass through the hall one by one based on their actual performance, list the people who are not at ease, and do a good job of risk assessment to ensure that "there are no leaks and no loss of control". On the other hand, pay close attention to the contradiction investigation. Combined with daily management work such as household visits, we will go deep into the areas with a high incidence of labor disputes such as large and small enterprises and construction sites in the jurisdiction, and focus on enterprises with capital breakdowns, operating difficulties, and wage payment difficulties, so as to grasp the dynamics in a timely manner and ensure that the actual situation of the enterprise is grasped in the first time and the response measures are implemented in the shortest time. At the same time, the intelligence and information clues mastered are summarized, analyzed, and judged, and promptly transmitted to the relevant functional departments such as labor and social security, so as to strengthen information communication and intervene in prevention in a timely manner.
3. Persist in attaching equal importance to crackdown and service, create "effective policing", and strictly control "responsibility". The first is to grasp key areas and strengthen the effectiveness of patrol prevention and control. Continue to promote the "police-enterprise co-governance" model, strengthen the "police-property joint defense" mechanism, increase the monitoring and patrol control of key parts such as enterprise parks, construction sites, financial outlets, etc., pay close attention to the signs of encirclement and disturbances that may be caused by arrears of wages and wages, decisively deal with the abnormal situations found, control and digest them in the bud to the greatest extent, organize patrols for prevention and control more than 50 times, and eliminate possible risks and hidden dangers twice. The second is to aim at frequent cases and intensify the crackdown on solving cases. Combined with the frequent occurrence of traditional cases of embezzlement such as "two robberies" and theft at the end of the year, we will take the initiative to attack and strike precisely at the reported and discovered police cases, so as to effectively form a deterrent effect. At the same time, we will concentrate superior police forces to severely crack down on all kinds of illegal and criminal activities that undermine economic order, endanger the normal production and operation of enterprises, and infringe on the rights and interests of enterprises and the safety of employees' lives and property. Since December last year, 21 theft cases have been cracked and more than 30 suspects have been arrested. The third is to strengthen publicity and guidance, and earnestly raise awareness. Organize community police to go deep into construction sites and key enterprises, carry out "legal publicity into enterprises" activities around laws and policies such as labor contract signing, labor rights and interests protection, labor rights protection and appeals, and simultaneously promote anti-fraud actions such as "entering enterprises and households", and carry out "door-to-door education" around contract fraud, financial fraud, infringement of intellectual property rights and duty crimes committed by employees within the enterprise, effectively improve the legal awareness and self-defense ability of enterprise employees, organize more than 20 publicity activities of various kinds, and distribute more than 3,000 leaflets.
