In order to promote the high-quality development of the distribution network under the new situation and help build a new power system that is clean and low-carbon, safe and abundant, cost-effective, coordinated between supply and demand, flexible and intelligent, the following opinions are hereby put forward.
1. General requirements
(1) Guiding ideology
Guided by the thought of socialism with Chinese characteristics in the new era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly implement the new energy security strategy of "four revolutions and one cooperation", closely follow the goal of power supply and transformation under the new situation, orderly expand investment in distribution network, improve investment efficiency, coordinate the construction and transformation of distribution network, systematically promote the scientific integration and development of distribution network and source-load storage, and comprehensively improve the power supply guarantee capacity and comprehensive carrying capacity of urban and rural distribution networks. With the high-quality development of the distribution network, we will help the construction of new energy systems and new power systems, serve economic and social development, promote the realization of the "dual carbon" goal, and accelerate the process of Chinese-style modernization.
(2) Basic principles
Adhere to the safe power supply and enhance the guarantee capacity. Taking ensuring the safety and reliability of power as the primary task, we will moderately plan and construct the distribution network in advance, continue to optimize the grid structure, maintain a reasonable power supply margin, and narrow the gap between urban and rural power supply. Appropriately improve the fortification standards, coordinate to improve the level of emergency protection for important users, and consolidate the foundation of intrinsic safety.
Adhere to green development and contribute to low-carbon transformation. Accelerate the construction and transformation of distribution networks and intelligent upgrading, and strengthen the coordinated development of source, grid, load and storage. Effectively meet the needs of distributed new energy development, fully support the construction of electric vehicle charging infrastructure system, actively promote the diversified development of new energy storage, and comprehensively promote the green and low-carbon transformation of energy.
Adhere to the overall planning and cohesion, and strengthen planning and guidance. Firmly establish systematic thinking, and strengthen the cohesion and interaction between distribution network planning and national development strategy, urban and rural development planning, and industrial development planning in the process of preparation and implementation. Establish and improve the scientific development mechanism of the distribution network and strengthen the management of the whole process. Innovate the operation and management mode of the distribution network, improve the level of standardization, promote the research and development and application of advanced technology, deepen the reform of the power system and mechanism, and further improve the quality and efficiency of the distribution network.
(3) Development goals

By 2030, the flexible, intelligent and digital transformation of the distribution network will be basically completed, and the multi-level coordination of the main distribution microgrid, the aggregation and interaction of massive resources, and the plug-and-play of multiple users will be realized, so as to effectively promote the integrated development of distributed smart grids and large power grids, better meet the development needs of distributed power generation, new energy storage and various new business formats, and provide strong support for the construction of a high-quality charging infrastructure system with wide coverage, moderate scale, reasonable structure and perfect functions, and promote the realization of non-fossil energy consumption goals with high-level electrification.
2. Make up for the shortcomings of the power grid and consolidate the foundation for ensuring supply
(1) Comprehensively improve the power supply guarantee capacity. Appropriately plan the distribution of substation and distribution points in advance, optimize the layout of power grid facilities, and build a strong and flexible power grid grid. Reasonably improve the construction standards of relevant lines and substations in core areas and important users, promote the construction of local emergency power supply, coordinate the deployment and use of mobile emergency power supply, and important users should configure their own emergency power supply as required, so as to improve the power guarantee capacity of key areas, key parts and important users under extreme conditions. Improve the comprehensive disaster prevention capacity of the power grid, strengthen the study of the law of rain, snow and freezing meteorological changes, accelerate the revision and improvement of the regional distribution map of typhoon, freezing rain and ice, and wind dancing disasters, differentiate and improve local planning and design and disaster prevention and control standards, enhance the ability to prevent and respond to natural disasters, promote the migration of existing underground power distribution facilities that do not meet the requirements to the ground or implement waterlogging prevention transformation, and prevent forest and grassland fires and personal electric shock accidents.
3. Enhance carrying capacity and support transformation and development
(1) Meet the demand for large-scale distributed new energy network connection. Combined with the development goal of distributed new energy, we will strengthen the construction of the distribution network in a targeted manner, and improve the means of stable operation of the power grid to ensure the quality of power supply. Fourth, strengthen the whole process of management to ensure the quality of development
(1) Coordinate the formulation of power grid planning.
