The Fourth National Cultural Relics Census Pilot Work Plan was released a few days ago. Thirteen counties (districts) in Beijing, Shanxi, Shanghai and other provinces are carrying out national census pilots by category. Before March 31, the pilot counties (districts) should submit a pilot summary report.

The content of the pilot varies from county to county (district). For example, the pilot content of Dongcheng District of Beijing is ancient buildings, important historical sites and representative buildings of modern and modern times, the pilot content of Baoshan District of Shanghai is important historical sites and representative buildings and industrial heritage of modern and modern times, and the pilot content of Anyue County of Ziyang City, Sichuan Province is grotto temples and stone carvings.

According to the plan, the pilot counties (districts) will carry out carpet surveys on the pilot categories of cultural relics in the region. The immovable cultural relics registered in the third national cultural relics census shall be reviewed, and the clues of newly discovered cultural relics that have been mastered and the newly discovered cultural relics in the process of the census shall be investigated, so that all the census objects that meet the standards for the identification of cultural relics shall be investigated. During the census, the pilot counties (districts) should use equipment that meets the requirements of the census to collect and fill in the basic information of immovable cultural relics in accordance with the census standards and specifications, and carry out surveying, mapping, specimen collection, photographing, etc.

The census team will sort out and enter the basic information of immovable cultural relics collected in the field survey into the census collection software in a timely manner. The person in charge of the census team shall verify and verify the data, information and original data to be true and complete, and then submit the census data in the census system. Census agencies at the county, municipal, and provincial levels will carry out data review in the census system in turn, focusing on the completeness, accuracy, and standardization of the data, and those that fail to pass the review will be returned.

In the case of the destruction, revocation or loss of the registered cultural relics found in the investigation and confirmed by the audit due to man-made damage, poor supervision and other factors, the administrative department for cultural relics will investigate and deal with it in accordance with the law, seriously investigate the responsibility, and transfer the clues of violations of law and discipline to the relevant departments.

The relevant working group of the Office of the Leading Group for the Fourth National Census of Cultural Relics will follow up the pilot work in various places throughout the process, and improve the census standards, census systems and collection software according to the feedback from the pilot.

The State Administration of Cultural Heritage said that with reference to the pilot work plan, all provincial census agencies should organize and carry out provincial census pilots according to the actual situation in their jurisdictions, and complete the pilot work before April 30.
