Focusing on the positioning of the national team, we have clarified the main business of the Urban Reform Committee - industry leadership, industry promotion, and enterprise assistance - that is, we often say "three industries at the same time". In the nearly two years since the establishment of the Urban Reform Committee, the main work has been carried out around the simultaneous development of the three industries. In terms of industry leadership, I think the work of the Urban Reform Committee is still remarkable, showing the temperament and strength of the national team. For example, in the first year of our establishment in 2022, we provided the industry with an epistemology of urban renewal—a new scenario-based theory of urban renewal. In 2023, we provided the industry with an epistemology-based urban renewal party - Industrial Community Construction Management Guide, which is the first group standard in the field of industrial communities in China. At present, the first batch of 48 pilot demonstration projects of industrial communities have entered the stage of standard implementation. In December 2023, we also held the first China Urban Renewal Annual Conference, which reflects the responsibility of the Urban Renewal Committee as a national team.Why does the Urban Renewal Committee promote the construction of China's urban renewal (Xiong'an) innovation base? How does the innovation base serve high-quality development? What is the specific path for the Urban Renewal Committee to achieve "doubles proofing"? With these questions, the Propaganda Department of the Urban Reform Committee recently interviewed Director Huang Xiqing, and we tried to sort out the logic and roadmap of the high-quality development of the Urban Reform Committee according to the content of the interview, so as to provide readers with the information.
Due to the large amount of content, we divided it into two articles: "Logical Thinking on the High-quality Development of Urban Reform Committee Services" and "Roadmap for High-quality Development of Urban Reform Committee Services".
Although the positioning and main business of the Urban Reform Committee are very clear, the main responsibilities of the Urban Reform Committee have not been clarified. For a long time, we have been talking about the main responsibility with the main business. It was not until August 2023 that in order to implement the Notice of the General Office of the Ministry of Civil Affairs on Carrying out Special Actions for the High-quality Development of National Industry Associations and Chambers of Commerce, and organized all branches to jointly formulate the Implementation Plan for the Special Action on Carrying out High-quality Development of Services, we clarified the main responsibility of the Urban Reform Committee - to serve the high-quality development of urban renewal. This clarification of responsibility is of great guiding significance for our work. Our main business not only has a clear direction, but also has a clear standard.
Two. Xiong'an is a model and highland for high-quality development
Since the main responsibility of the Urban Reform Committee is related to high-quality development, how to find a starting point and a carrier to promote high-quality development in a package? This high-quality development has multiple meanings. First of all, how to promote the high-quality development of the work of the Urban Renewal Committee. Secondly, how to provide a tool for the Urban Reform Committee to promote the high-quality development of the industry. Thirdly, how to promote the high-quality development of cities and even countries by promoting the high-quality development of the industry.
At this time, I thought of Xiong'an. After many discussions with partners in Xiong'an, the concept of China's urban renewal (Xiong'an) innovation base gradually emerged. On November 22 last year, on the occasion of the sixth meeting of the Joint Working Committee of the China Urban Business Federation held in Xiong'an, I officially announced that the Urban Reform Committee would build a China Urban Renewal (Xiong'an) Innovation Base in Xiong'an.
If you summarize the thinking logic behind it, I think it can be summarized as follows:
1. The Urban Reform Committee must not miss the major development opportunities of the times.
The city change committee is the national team, and the national team must do the things of the national team. High-quality development is a characteristic of the new era and a top priority for all walks of life. Since it's a priority, it's a must-do. Since it is something that must be done, it is necessary to stand tall, look for benchmarks, and learn the power of example. As a benchmark for high-quality development in the new era, Xiong'an New Area is the positioning given to it and a task that Xiong'an must complete. Therefore, the quality of Xiong'an based on the high-quality development model of Xiong'an will also become an important symbol of the new era. In this case, Xiong'an is an era of high-quality development that we must pay attention to and participate in.
2. The Urban Reform Committee needs a high-energy scene that can control the overall situation to achieve its own organization and productization.
The Urban Reform Committee is an industry community organization, and its organizational attributes determine that it is an industry public organization, which should provide the industry with industry public goods that meet the requirements of high-quality development. The current degree of organization of the Yicheng Reform Committee is still far from that of the public organizations of the industry. This requires us to find a suitable scenario, which can be used to complete the construction of the organizational system of the Urban Reform Committee as a public organization of the industry, and to create high-quality industry public goods.
This high-energy scene can only be carried by Xiong'an in this era.
3. Xiong'an is focusing on creating a number of high-quality scenarios that bring together high-quality development elements.
Xiong'an shoulders the important task of building a national model of high-quality development. The realization of this task is not only a matter of Xiong'an New Area, but also a common task of innovative forces committed to high-quality development across the country.
Xiong'an, which has entered its 7th year, is currently building a number of high-quality scenes that bring together innovative elements from all over the country. This scenario should be able to gather, incubate, cultivate, configure, operate and add value to the innovation elements of the whole country, which can not only provide solutions for the high-quality development of Xiong'an New Area, but also provide effective answers for the high-quality development of the whole country. From the perspective of identity and role, such a scenario is most suitable for industry organizations to take the lead.
Based on these three considerations, we propose the scenario concept of China Urban Renewal (Xiong'an) Innovation Base.
Three. The purpose of the city is to build the Xiong'an Innovation Base
I think there are probably four purposes:
1. Take the innovation base as the starting point, enter Xiong'an, and fully integrate into the innovation scene of high-quality development of Xiong'an New Area.
2. Relying on the innovation base and Xiong'an innovation scene, gather the high-quality development elements of urban renewal with innovative talents, advanced technology, data and information, capital and environment as the main content and the service subjects of these elements across the country, and jointly create a demonstration model of high-quality development of urban renewal in Xiong'an.
3. Focus on the construction of the industry's public organization system, build an industry-wide high-quality development factor service platform, cultivate a high-quality development factor service system for urban renewal, and create a cross-regional high-quality urban renewal high-quality factor service highland.
4. Systematically combine the high-quality development factor service system cultivated by the innovation base with the existing high-quality elements in Xiong'an New Area, activate the market-oriented factor matching mechanism, improve the agglomeration capacity of high-quality factors, enhance the matching efficiency of high-quality factors, promote the circulation efficiency of high-quality factors, and contribute to the development of new quality productivity The innovation power of the national team is contributed.

Of these four purposes, the third purpose is the most important for the City Renewal Committee. This is the key to whether the Urban Reform Committee can evolve into a qualified industry public organization and complete the organization and productization through the innovation base.
Four. Xiong'an Innovation Basecontents
The content of the innovation base is planned around the purpose, which can be summed up as "1+5+N". 1, is 1 Zhongcheng quality service platform; 5 is 5 innovation centers. The five innovation centers are the Innovation Index Release Center, the Innovation Talent Cultivation Center, the Innovation Scenario Development Center, the Innovation Platform Construction Center, and the Innovation Element Trading Center. n refers to a variety of businesses cultivated and incubated by the innovation base.
Zhongcheng quality service platform is responsible for the headquarters of the innovation base, and the five innovation centers are the current functional division of the innovation base, and with the development of business in the future, the existing centers may also be adjusted or new innovation centers may evolve.
Zhongcheng Quality Service Platform is the abbreviation of China's high-quality development service platform for urban renewal. This concept is proposed by the Urban Reform Committee of the "Four Combinations."
1. Two-level promotion, 100 times value-added" service model.
Why should the headquarters of the innovation base be called the Midtown Quality Service Platform? There are two reasons for this. One is that we, as an industry community organization, assume the role of service in high-quality development. On the other hand, we believe that service itself is an important link and key element of high-quality development.
When we position the headquarters of the innovation base as the Zhongcheng quality service platform, the core work of the innovation base is clearer, that is, to promote the joint construction of industry-level production and service platforms and various forms of industry-oriented operation-level production and service platforms, and on this basis, promote the establishment of corresponding production and service systems for each production and service platform, and provide public goods that meet the requirements of high-quality development for the industry.
The core work of industrial services is the cultivation, allocation, application, operation and value-added of elements. From this point of view, the production and service system can also be called the factor service system.
Through the convergence of elements of the production and service platform and the empowerment of the production and service system, the innovation base finally presents high-quality products or scenarios that meet the requirements of high-quality development.
