This initiative aims to maintain a fair and competitive market environment and promote the healthy and orderly development of the feed and breeding industry.
After combing, the feed industry information network found that the national feed sampling inspection in 2024 will mainly focus on the following seven aspects:
First of all, feed quality and safety supervision and random inspection will become the focus. The country plans to randomly inspect 8,800 batches, covering 31 provinces, autonomous regions and the Xinjiang Production and Construction Corps, of which Shandong and Guangdong have the largest random inspection batches, 700 and 650 batches respectively. The test items will cover indicators such as quality, hygiene, veterinary drugs and illegal additives, including heavy metals such as lead, arsenic, cadmium, and a variety of veterinary drug residues. For plant-derived and microbially fermented monofeed products, 6 mycotoxins will also be tested; Animal-derived monofeeds are tested for crude protein, melamine and bovine and sheep-derived components.
Secondly, routine monitoring of feed and feed additive products will also be strengthened. The monitoring links will cover all aspects of production, operation and use, Internet sales and breeding, and the detection indicators include mycotoxins, veterinary drug residues, illegal additives and other risk factors.
In addition, the early warning mechanism for feed quality and safety risks will also be improved. The early warning will mainly focus on new illegal additives, biological feed products, natural plant raw materials and extracts, special animal feed products, persistent organic pollutants and risk substances in feed.
At the same time, the on-site inspection of feed and feed additive manufacturers will also become an important task. No less than 100 production enterprises will be randomly selected for inspection across the country to ensure that all production enterprises in the jurisdiction are inspected at least once a year. The inspection covers production license conditions, safety production, raw material management, production line requirements, production process control, product quality control and product sales.
In addition, the Ministry of Agriculture and Rural Affairs will also carry out flight inspections of feed quality and safety and special inspections of feed labels to further strengthen the supervision of the feed market.
Finally, in order to ensure the quality and safety of livestock products, the Ministry of Agriculture and Rural Affairs will also select 8 key provinces to carry out special monitoring of "clenbuterol" in the breeding process. The monitoring will focus on the annual slaughter of 10-100 beef cattle and 20-200 sheep farms, each province to determine 3 key areas, each region randomly selected 20 farms for sampling.
Through the implementation of this series of measures, the Ministry of Agriculture and Rural Affairs aims to ensure the quality and safety of the feed and breeding industry, and provide a strong guarantee for the healthy development of animal husbandry.
