In the past five years, the average grain output is more than 400 million catties, and the commodity volume is more than 10 million catties; or county-level administrative units that rank in the top 15 in terms of output or commodity volume in the main producing areas and top 5 in the non-main producing areas.
On this basis, the counties with the average grain output or commodity volume in the past five years are among the top 100 counties in the country as super grain-producing counties, and on the basis of the rewards of conventional grain-producing counties, they will be rewarded with super-grain-producing counties. As a general transfer payment, the incentive funds for conventional grain-producing counties are used by the people at the county level as a whole, and the incentive funds for super grain-producing counties are used to support grain production and industrial development.
The conditions for the award of large oil-producing counties are determined by the provincial people in accordance with the principle of "highlighting key varieties and rewarding key counties (cities)", and the shortlisted counties enjoy no less than 1 million yuan of reward funds, all of which are used to support oil production and industrial development, especially to support oil purchase, processing and other expenditures.
