Secondly, he called for strengthening the capacity building of township and village clinics, including the improvement of hardware facilities and the training of medical personnel. In addition, he advocated reducing the administrative burden of rural health institutions and allowing them to return to their original work of treating diseases and saving people and health education.
At the same time, Cao Qingyao also paid attention to the development dilemma of township private hospitals. He suggested that the policy of treating public and private medical institutions in townships and towns should be treated equally, including the qualifications of licensed physicians, the number of practicing departments, and the amount of medical insurance reimbursement.
