In recent years, I have learned from my own grassroots work practice and the actual situation of the development of traditional Chinese medicine that the disease scores of traditional Chinese medicine are generally low, the items listed as the dominant diseases of traditional Chinese medicine are few, and the policy support is not enough, which has not been effectively solved, which makes the people feel entangled in the choice of diagnosis and treatment, which seriously limits the range of choices for the people to seek medical treatment, and is not conducive to the healthy development of traditional Chinese medicine.
Therefore, I put forward a suggestion to increase the tilt and support of medical insurance payment policies to traditional Chinese medicine. In the implementation of the provincial overall planning of basic medical insurance for urban and rural residents, the proportion of payment for traditional Chinese medicine services will be increased, the minimum payment standard will be reduced, and inclined support will be given to traditional Chinese medicine medical institutions and service projects in terms of total prepayment and disease score weight. At the same time, we will actively explore the daily payment of TCM dominant diseases that require long-term hospitalization, such as medical treatment and palliative care, so as to fully reflect the characteristics and advantages of TCM services.
In addition, it is necessary to actively promote the reform of the payment method of traditional Chinese medicine medical insurance, and accelerate the implementation of the reform of two payment methods: group payment (DRG) and disease score payment (DIP) related to disease diagnosis; Improve the approval of TCM medical service items** and new items, reasonably price TCM medical service items, and speed up the approval of new items to better meet the needs of patients.
During the visit and research, I found that the use of traditional Chinese medicine is very limited in primary medical institutions, and at present, the use of traditional Chinese medicine preparations at the grassroots level is larger than that of medical institutions with ** or above. However, due to the limited conditions at the grassroots level, the state has also imposed restrictions on the use of traditional Chinese medicine injections at the grassroots level. Therefore, it is recommended to gradually abolish the restrictions of traditional Chinese medicine in primary medical institutions, so that more patients can enjoy traditional Chinese medicine services, and at the same time, it can also promote the popularization and application of traditional Chinese medicine at the grassroots level, and further promote the healthy development of the grassroots "Chinese medicine pavilion".
