1. Strict production management. The production unit of children's and student products shall organize production in strict accordance with the announcement of the State Administration for Market Regulation on the issuance of the description and definition table of the compulsory product certification catalogue (No. 36 of 2023) and the requirements of relevant national mandatory standards, and clarify the precautions such as the applicable age of the product, the prohibited use situation, and the need for adult supervision or accompanying use in the product instruction manual and label, and mark it in a conspicuous position on the label or packaging.
2. Standardize sales behavior. Children's and student products sales units shall strictly perform the main responsibility for product quality and safety, and shall not sell products with unclear **, no label identification, no precautions or incomplete precautions; Where clues and exhibits of counterfeit or shoddy children's and students' supplies are discovered, they shall promptly report to the market operator or the local market regulation department. E-commerce platforms shall strengthen inspections and monitoring of operators of children's and student products on the platform, and prohibit the sale of products that do not meet the requirements of laws, regulations, and mandatory standards. Children's and students' products that pose safety risks or are prone to violence when used, as well as similar new products, such as ballpoint pen knives, radish knives, laser pointers, crystal clay, magnetic beads, nasal energy bars, fire paint stamps, children's real cooking kitchen utensils, etc., must not be marketed to promote violent content or make false inducing demonstrations. For the sale of children's and student products that may have potential quality and safety risks in shops around the campus, the market supervision department shall implement key supervision.
3. Strengthen education and guidance. All local education departments should guide schools to strictly manage campus safety, strengthen publicity and education, and prohibit students from bringing into campus supplies for children and students that do not meet product quality and safety standards and are likely to cause violence and other negative behaviors; Jointly carry out product quality and safety education with market supervision and other departments, guide students to improve their awareness of quality and safety, and consciously choose children's and students' products that meet standards, are suitable for age and are beneficial to physical and mental health development.
4. Strengthen regulatory law enforcement. Market supervision departments at all levels should supervise and urge production and sales units to implement the main responsibility for product quality and safety; Include key children's and student supplies in the supervision and random inspection plan, and promptly aggregate unqualified information in random inspections into the national enterprise credit information publicity system; Intensify the supervision of the recall of defective products, confirm the existence of defects, and urge the production unit to take the initiative to implement the recall in accordance with the law; Crack down on illegal activities such as the manufacture and sale of counterfeit and shoddy children's and students' supplies, and those suspected of committing crimes will be transferred to the public security organs.
5. Promote social co-governance. Departments such as for industry and information technology are to guide relevant industry associations to guide and supervise the production and sales units of children's and student products to produce and operate in accordance with the law, and strengthen industry self-discipline. On the basis of actual needs, relevant departments and localities are to promptly issue risk reminders or consumption reminders of key children's and student supplies of social concern.
