I am a judge of the People's Court of Metuo County, Nyingchi City, ** Autonomous Region. In 2013, Motuo ended its history as the only county without roads in the country, and since then it has accelerated the pace of development.
Motuo County is my hometown. In the past year, I have participated in a number of surveys in the course of performing my duties as members of the National Committee of the Chinese People's Political Consultative Conference. Economic and social development is inseparable from talents, and there is a shortage of all kinds of talents in remote areas like Metuo, so how can talent training keep up with the development and changes of Metuo? This is a topic that I and many people in my hometown are concerned about.
In recent years, the speed of economic development in Motuo has accelerated, personnel exchanges have become more and more active, and the number of court cases has surged, from more than 20 cases per year before 2018 to more than 400 cases per year in recent years.
In the past, the types of cases were mainly focused on family disputes and neighborhood conflicts, and the public's awareness of protecting their rights and interests through legal channels was weak. Nowadays, there is an increase in labor contract disputes, transportation contract disputes, sales contract disputes and other types of cases, and the public's awareness of protecting their rights through legal channels has increased. But they don't know how to preserve evidence, are unfamiliar with the proceedings, and need specific guidance.
In the past year, I have carried out a lot of legal popularization work with my colleagues, and through the distribution of publicity brochures, on-site Q&A and other forms that the masses like to see, with vivid language and examples, we have educated and guided the people of all ethnic groups to know, understand, and abide by the law, and learn to use the law to protect their legitimate rights and interests. We also send the card with the judge's number to each household, so that the people can get in touch with us when they encounter contradictions, disputes, and legal problems.
Publicity on the rule of law should take root at the grassroots level, legal services should sink to the grassroots level, contradictions and disputes should be resolved at the grassroots level, the grassroots level is the foundation for the development of trial work, and personnel training and the building of the cadre team are the cornerstones of the development of the grassroots level.
Grass-roots courts in remote areas, such as the Motuo County Court, have a small number of judges, a large number of cases, and an average annual caseload of judges has reached more than 100 cases.
Some of the types of cases that are more common in economically developed provinces may also be "new types" for us. We hope that judges from economically developed provinces will come to Motuo to exchange and guide our work, and pass on their experience and practices to us. At the same time, we also hope to have the opportunity to learn from other regional courts to broaden our horizons and improve our capabilities. This year, I will continue to cheer for the needs of economic and social construction such as hometown construction, talent training, and cadre team building, hoping to receive more care and attention.
