Compared with daily duty, holiday duty is to deal with most units on holiday, less staff on duty, fire prevention, anti-theft, anti-safety accidents, anti-emergency incidents, and handling unexpected situations, but full coverage of duty, 24-hour duty requirements are debatable. According to the survey, almost all units are equipped with security guards on duty in turn, and cameras are widely installed in the compound and office building, and they are fully equipped with the ability to respond to emergency security incidents in the office building.
On the one hand, most administrative institutions have neither the function of responding to emergencies during the holidays, nor the need to deal with the tasks uploaded and issued, let alone contacting the left and right, communicating internal and external affairs, and the cadres on duty have nothing to do, but they cannot go home to enjoy the holidays, which increases the waste of office personnel, money, and materials, and further increases the psychological burden of cadres.
On the other hand, even if there is a special incident on holidays, or it is necessary to respond to the business of the department, it is completely possible to rely on developed communication facilities to deal with it in a timely manner, and if it is really necessary to retrieve cadres and employees, it can also be returned for disposal within 24 hours. In addition, individual units are small, manpower is small, and there are only a few formal and hired employees combined, and the strict implementation of the on-duty leadership and staff duty system will occupy all the time of the holiday, and the 24-hour duty will even exceed the daily work hours. From the perspective of stimulating consumption, holiday duty restricts the distance of many duty personnel to travel to tourist destinations, which affects the pull of holiday tourism consumption economy. If the full coverage of holidays and on-duty duty is to achieve the effect of "leaders attach great importance to it", "layer upon layer of compacting responsibilities", "leave no blind spots on duty" and "keep a first-class watch", then it will become a disguised bureaucracy and typical formalism "one-size-fits-all", which will greatly dilute the importance of duty and increase the burden on grassroots cadres.
The report of the 20th National Congress of the Communist Party of China clearly pointed out:Perseverance in implementing the spirit of the eight provisions, grasping the "key minority" above the rate, continue to deepen the rectification of the "four winds", focus on correcting formalism and bureaucracy, and resolutely eliminate privileged thinking and privileged behavior. Party committees and first-class rectification of formalism should start from correcting ineffective duty, and rectify the formalism that exists on duty on holidays as a negative case, so as to effectively reduce the burden on the grassroots, departments, and cadres. Liberate cadres from ineffective duty, so that cadres and workers who are physically and mentally exhausted in their daily work and have to go home to support the elderly and children after work can have more time to accompany their families, children, and parents during rare and precious holidays.
Recommendations:
1.The Party Committee has formulated a scientific, rigorous, pragmatic and effective holiday duty system plan. Firmly grasp a small number of key units, do a good job of emergency plans, arrange the total duty of the general dispatch, public security, emergency fire protection, medical and health, food safety, fire safety, road traffic and other major livelihood security departments and water, electricity, gas and other livelihood enterprises on duty, strengthen the safety, security, people's livelihood, smooth operation, water conservancy, agriculture and forestry, land disaster monitoring routine duty cooperation, other departments on the basis of comprehensive consideration of the number of employees, classification to adopt a 12-hour duty system or a duty system, clear requirements for smooth communication, Ensure that in case of emergencies, the government order is in place, the emergency response plan can be activated in time, the cadres can be recalled, the joint force is formed, the situation is controlled, the problem is solved, and the best effect and ultimate goal of emergency disposal can be achieved.
2.Comrades on duty on holidays should be given full care and love, and after the holidays are over, they should be given compensatory rest in a timely manner or wages and remuneration in accordance with the relevant provisions of the "Labor Law of the People's Republic of China".Cadres and workers are allowed to accumulate holidays, carry out "small deposits and withdrawals", and exchange them for small and long holidays.
