Li Donglin, deputy to the National People's Congress, secretary of the party committee and chairman of CRRC Zhuzhou Electric Locomotive Research Institute, believes that although China has made remarkable achievements in the field of artificial intelligence, compared with developed countries such as Europe and the United States, there is still a certain gap in the application effect in the field of manufacturing, and there are more prominent problems such as talent shortage, unbalanced regional R&D resources and lack of relevant qualifications.

To this end, Li Donglin put forward three suggestions.

The first is to support the establishment of a school-enterprise joint artificial intelligence college, breaking through the existing cooperation model of enterprises solving problems and colleges and universities solving problems. Through measures such as opening up master's and doctoral programs, allowing senior personnel from enterprises to serve as professors, and establishing on-campus teams, we will jointly cultivate AI talents that meet market demand.

The second is to strengthen the allocation of regional R&D resources, set up new R&D institutions in cities where the manufacturing industry is concentrated but lack artificial intelligence R&D capabilities, and rely on local leading manufacturing enterprises to cooperate with domestic and foreign artificial intelligence universities or research institutes to accelerate the research and implementation of artificial intelligence in the manufacturing industry.

Third, the state shall formulate unified qualification standards and management measures in the field of artificial intelligence in the manufacturing industry. For enterprises, products and projects that have obtained qualification certification, corresponding policy support and financial support will be given.
