Recently, a batch of monocrystalline silicon wafers imported by SMIC Jingcheng Integrated Circuit Manufacturing (Beijing)** from Tianjin Port were shipped to Beijing in the integrated control and inspection mode of high-tech goods.
The silicon wafer is an ultra-high cleanliness product, the goods are packaged with 2 layers, the inner layer is vacuum film, the outer layer is aluminum foil, and the inner and outer layers are filled with nitrogen to achieve positive pressure protection. According to the previous inspection mode, the goods were inspected upon arrival at the Tianjin port. Nowadays, the goods can be directly transported to the destination, and the Beijing Customs will send personnel to the factory to the dust-free ultra-clean workshop for inspection, which has greatly accelerated the customs clearance speed of key materials for Beijing-Tianjin-Hebei high-tech enterprises.
Such an innovation in customs clearance mode is not only an example in the process of coordinated development of Beijing-Tianjin-Hebei. By breaking the geographical boundaries, the three places have made efforts in the same direction in the answer sheet to improve the level of cross-border facilitation, continue to optimize the business environment of ports, ensure the safety and smoothness of the industrial chain, and draw a magnificent picture of high-level opening up and high-quality development in the "milestone" style of the national strategy of coordinated development of Beijing-Tianjin-Hebei in the past 10 years.
Integrated inspection accelerates the flow of goods across customs areas
The cross-customs inspection cooperation model is a microcosm of the mutual cooperation between the customs in the Beijing-Tianjin-Hebei region. Zhang Xiang, deputy chief of the second section of the airport customs inspection section under Tianjin Customs, told reporters that the Beijing-Tianjin-Hebei region is densely populated with high-tech enterprises and industrial agglomeration. In the process of implementing port inspection, many enterprises import high-precision equipment, instruments and processing products have high requirements for the opening environment, and the existing environment at the port is difficult to meet the inspection requirements.
In order to ensure the rapid inspection and release of goods, the customs of Beijing, Tianjin and Hebei have innovatively carried out the integrated inspection operation mode of special goods across the customs directly under the customs, realizing the full inspection and quick release of import and export goods, and accelerating the circulation of goods across customs areas.
Including monocrystalline silicon wafers, precision instruments and equipment such as vacuum-packed integrated circuits and flat plate manufacturing, as well as special goods such as low-temperature vaccines and insulin that are not suitable for opening and inspection at the port, can be adjusted to the customs of Beijing, Tianjin and Hebei destinations for inspection in a timely manner according to the needs of enterprises. As a result, the contact between the entry and exit ports, the declaration place and the destination customs is closer, ensuring "one declaration, one inspection, and one release".
Statistics show that in the past 10 years, the import and export value of the Beijing-Tianjin-Hebei region has increased from 374 trillion yuan to 503 trillion yuan, an increase of 344%。
Bonded display transactions stimulate consumption potential
During the Spring Festival holiday, Wangfujing Global Shopping Store was a lively scene, shopping guides were explaining perfume to several consumers, and all kinds of imported goods were neatly placed on the display shelves behind them.
The store, located in the Tianjin Airport Economic Zone, adopts a new bonded display model - cross-customs bonded display transactions. Previously, Tianjin's first bonded exhibition and trading business in the Beijing-Tianjin-Hebei cross-customs zone was completed here.
The first batch of 832 bonded display products in the cross-customs area of Wangfujing Global Shopping mainly include fragrance, skin care and other categories, all of which were transported from the Airport Economic Zone of Capital Airport to Wangfujing Global Shopping Exhibition Store. Consumers can really smell, see and experience these cross-border e-commerce products from afar in the store, and after selecting the satisfactory goods, they can place an order as long as they open their mobile phones and scan the code, and they can be delivered the next day in the Beijing-Tianjin-Hebei region. This model of "bonded display + online inspection + online ordering" breaks the space constraints of online shopping, and brings a new consumer experience that stimulates the consumption potential of Beijing-Tianjin-Hebei.
In February last year, the "Framework Agreement on Promoting the Integrated Development and Development of the Beijing-Tianjin-Hebei Business Environment" jointly signed by the customs of the three places and the three places is based on the coordinated promotion of institutional innovation, aiming to break the key constraints and institutional obstacles restricting the operation and development of market entities, and promote the reduction of the cost of the system.
Strengthen cooperation in the enforcement of intellectual property rights protection
Due to their geographical proximity, the customs of Beijing, Tianjin and Hebei have always been closely linked. From the perspective of the port situation, Beijing and Hebei are the main sources of seaborne export commodities at Tianjin port, and the characteristics of such ports also provide conditions for regional customs cooperation. From the perspective of law enforcement, the customs of the three places have obvious differences in business categories and law enforcement priorities, and each has its own characteristics, complementing each other's advantages and learning from each other's strengths, which provides a basis for regional law enforcement cooperation.
It is understood that with the implementation of the national strategy of coordinated development of Beijing-Tianjin-Hebei, the customs of the three places have become more closely connected in the protection of intellectual property rights, and jointly signed the "Opinions on Strengthening the Cooperation of Beijing-Tianjin-Hebei Customs on the Protection and Enforcement of Intellectual Property Rights", which solidifies the cooperation mechanism and model of the three places, as well as the cooperation content of information sharing, mutual assistance in law enforcement, risk early warning, and joint governance.
In order to improve the level of collaborative protection of intellectual property rights, Tianjin Customs will further deepen the cooperation of intellectual property protection of the 'Beijing-Tianjin-Hebei Customs', realize data sharing, joint consultation on control and control, joint governance of supervision and joint discussion of cases, and provide a strong guarantee for the high-quality coordinated development of Beijing-Tianjin-Hebei and the further optimization of the business environment of the port. Yuan Wei, deputy chief of the Standardization and Standards Section of the Comprehensive Business Department of Tianjin Customs, said.
In 2023, the customs of Beijing, Tianjin and Hebei will initiate customs protection measures for intellectual property rights in a total of 3,628 batches of import and export goods, and detain 3,422 batches and 129 batches of suspected infringing goods180,000 pieces. A total of 212 intellectual property rights of 77 enterprises or individuals in the three places have been approved by the General Administration of Customs for entry into force.
