On March 1, as scheduled, the new express delivery regulations were officially implemented, and the penalties under the new regulations were unprecedented, with a maximum of 30,000 yuan, which is about three to four months' wages for couriers. I think that if there is a violation, there is a high probability that the courier will bear the corresponding punishment, and such a punishment will make many couriers unbearable.
The new regulations clearly stipulate that enterprises engaged in express delivery business without the consent of users to use smart express boxes and express service stations to deliver express mail without the consent of users is a violation, and will be fined up to 30,000 yuan.
The new regulations are extremely binding on the regulation of express delivery behavior, and the impact on various express delivery companies is also different.
First, for the express company that asks the customer whether it can be placed in the service station or somewhere, whether the door-to-door service has strict requirements, its impact on itself is not too large. Inevitably, there will be individual violations in these companies, as long as they are strictly restricted.
Second, for the express delivery companies that did not have this requirement before, there will definitely be a certain amount of pressure, the workload of the courier is already close to saturation, and the operation and delivery costs will increase to a certain extent, which will also affect the efficiency of delivery to a certain extent.
The black cat complaint platform searched for "express", and there were more than 1.2 million related complaints, many of which were complaints about the courier storing the express at the post station without authorization, and the complaint objects involved Yunda, Yuantong, Zhongtong, Shentong, J&T and other express companies. These are the complaints that the new rules address.
According to the data, in 2023, China's express delivery business volume will complete 132 billion pieces, and the business income will be 12 trillion yuan, an increase of 19 percent year-on-year4% and 143%, and the annual per capita express delivery usage is more than 90 pieces. The double-digit growth rate shows the strong momentum of development, and the introduction of new regulations is conducive to further improving service quality and standardizing the behavior of the express service industry.
Personally, I think that the regulations are strict, and there are still ways to implement them. First of all, it is difficult to ask for customer opinions on every express delivery. For example, on campuses with a huge volume of express delivery business, some express delivery companies deliver several cars a day, one by one, which seriously affects the delivery efficiency. Second, there are actually some solutions, such as adding options that can be placed in service stations or express lockers on the order page, allowing users to choose by themselves, and treat them differently when delivering; Or add options before delivery, and so on.
As for whether to add the express delivery fee, I think this is adding additional charges in disguise, and the express delivery fee is included in the collection to the delivery to the customer, which is not a desirable charging clause. Enterprises can reduce the impact of the new regulations by adjusting the unit price of express delivery.
