01. Inspect waste gas treatment facilities
If UV photolysis, low-temperature plasma and other equipment are directly connected to the water spray tower, check whether the moisture-proof treatment measures are in place to avoid electrical safety problems.
Fire boxes should be configured around organic waste gas treatment facilities, built-in fire hoses, fire water guns, fire extinguishers and other fire prevention equipment, and regular inspections should be carried out to ensure that fire protection facilities are intact and effective.
If the environmental protection equipment such as organic waste gas treatment facilities is higher than the building or installed on the top of the building, lightning protection measures should be strictly implemented.
The operation and maintenance of organic waste gas treatment facilities, the establishment of operation and maintenance accounts, and the improvement of facility file management.
The construction site checks whether the "6 100%" requirements for dust prevention and control (on-site enclosure, sand covering, road hardening, sprinkling water and dust suppression, vehicle flushing, and site greening) measures are implemented, and non-road mobile machinery above China III is used, and qualified oil products are used through formal channels.
02. Inspect wastewater treatment facilities
For industrial sewage treatment facilities, sewage storage tanks, etc., which involve limited space operations, it is necessary to establish and improve ledgers and safety operation procedures, clarify the responsible persons, formulate special emergency plans, and carry out special safety training for relevant personnel.
Improve the safety signs of limited space in industrial sewage treatment facilities.
Regularly inspect anti-fall nets, guardrails and other protective facilities and rescue-related protective equipment.
03. Inspect solid waste management
In accordance with the "Hazardous Waste Storage Pollution Control Standards" specification set up hazardous waste storage bin, so that windproof, rainproof, sunscreen, leakage-proof, involving the storage of waste organic solvents, waste paint dyes and other flammable and explosive characteristics, should use explosion-proof electrical, configure fire-fighting equipment and facilities, and maintain ventilation. Hazardous waste storage bins shall be set up with hazardous waste identification signs in accordance with the provisions of the Technical Specifications for the Setting of Hazardous Waste Identification Signs (HJ 1276-2022).
Hazardous wastes are collected and stored according to the types of wastes, and outdoor stacking is strictly prohibited, and hazardous waste containers and packaging shall be labeled with hazardous wastes in accordance with regulations.
It is necessary to entrust a qualified unit to transport, utilize and dispose of hazardous waste, sign a written contract in accordance with the law, stipulate the requirements for pollution prevention and control in the contract, and transfer hazardous waste, in accordance with the relevant provisions of hazardous waste, truthfully fill in and run the transfer form.
Strengthen the 2024 hazardous waste management plan and ledger declaration and registration, and truthfully fill in the type, amount, flow, storage, disposal and other relevant information of hazardous waste through the Guangdong Provincial Solid Waste Environmental Supervision Information Platform.
04. Check the automatic monitoring equipment
From January 1, 2023, the "Rules for the Marking of Automatic Monitoring Equipment for Pollutant Emissions" will be officially implemented in industries such as domestic waste incineration power generation, thermal power generation, cement manufacturing and papermaking, and pollutant dischargers will install, use and maintain automatic monitoring equipment for pollutant discharge in accordance with laws and regulations, and do a good job in operation and maintenance to ensure the authenticity, accuracy, completeness and effectiveness of automatic monitoring data.
The pollutant discharger needs to pay attention to the maintenance of basic information in the "automatic monitoring equipment maintenance" and the manual completion of the relevant content in the "data completion", and timely enter the supporting materials in the "data validity" section to meet the daily maintenance requirements.
05. Post-permit management
1.According to the content and requirements of the pollutant discharge permit record, the pollutant discharger that has obtained the certificate shall record the discharge outlet, the discharge of unorganized discharge sources and the self-monitoring of the enterprise in a timely manner after resuming work and production, and keep the file properly.
2.Carry out self-monitoring in a timely manner as required. The pollutant discharger that has obtained the certificate shall carry out self-monitoring and keep the original monitoring records in accordance with the monitoring points, indicators, and frequency requirements specified in the Technical Guidelines for Self-monitoring of Pollutant Discharge Permits of the corresponding industry; Pollutant dischargers with clear regulatory requirements should also install automatic monitoring equipment as required and network with the ecological environment department in their jurisdiction.
3.Upload the implementation report in a timely manner and truthfully disclose the content of the pollutant discharge. In accordance with the requirements for the content, frequency and time of the implementation report in the "Technical Guidelines for Self-monitoring of Pollutant Discharge Permits" of the corresponding industry, fill in and compile the implementation report of the unit on the national pollutant discharge permit management information platform and make it public.
