The European Union requires cosmetics to register CPNP to enter the European market, while Brexit requires a distinction between registering SCPN.
CPNP stands for The Cosmetics Products Notification Portal, which is a product certification for all cosmetics exported to the EU. Sellers selling cosmetics in the EU are required to register for the CPNP.
Restoration evelyn0216).
The significance of the CPNP is to comply with the provisions of Chapter 13 (General Cosmetics) and Chapter 16 (including nanomaterial cosmetics) in the EU Cosmetics Regulation (EC) No 1223 2009, and the person in charge will notify the official of the cosmetics information before marketing. The substance and control points of the SCPN are basically the same as those of the European Union.
Cosmetics refer to beauty products that are commonly used to cleanse or beautify a person. These include deodorants, shampoos and soaps, hair dyes, toothpaste, and cosmetics, among others.
The products usually are: liquid foundation, makeup remover, lipstick, antiperspirant, perfume, hair dye, nail polish, etc. (Note: Products intended for ingestion, inhalation, injection, or implantation into the human body are not considered cosmetic.) )
The CPNP also contains a separate module (Article 16) for cosmetics containing nanomaterials, which must be notified 6 months before placing them on the EU market.
In other words, if a product contains nanotechnology or nanomaterials and needs to be exported to an EU member state, it must register for CPNP 6 months in advance.
Create compliance labels.
Mandatory requirements on the label: Name and address of the person in charge, place of origin, label, content, minimum shelf life or post-opening expiration date, precautions and warnings*Batch number, product features*Ingredient list*Must be translated in the Chinese language of export.
Please note that Austria, Bulgaria, France, Poland, Portugal and Slovakia require a complete translation of the label, i.e. even marketing content and claims. (The declaration must be visible, legible and indestructible on the label).
Notification of CPNP before the product is placed on the market.
Last but not least, the European responsible person must inform the European Commission via the CPNP**. The CPNP is a notification portal created for the European Parliament and the Commission on Cosmetics to implement Regulation (CE) No 1223 2009.
Does CPNP need to test the product?
No, you don't. CPNP itself is not a test item, it is mainly based on the information of the EU responsible person, product formula (ingredients) information and packaging, labeling and other information for notification application, there is no requirement to do what tests the product does, if the product has CPSR report or adverse reactions and other relevant information, please provide it as a reference for the product application.
When do I need to do CPNP?
The regulations do not specify when a CPNP notification can be made, but it must be done before it is placed on the EU market, i.e. before it is marketed. For cosmetics containing nanomaterials, notification is required 6 months prior to market entry. If the product has been put on sale but has not yet been notified by CPNP, please handle it in time to avoid affecting sales in the EU market.
