This means that when the courier delivers the shipment, he must first communicate with the user and obtain the user's consent before placing the shipment in the express locker or similar collection point. For express delivery companies in violation of the above provisions, the postal administration will be punished according to law. Enterprises that violate the rules for the first time will be ordered to make corrections and may face warnings or criticism, as well as fines of up to 10,000 yuan. If the circumstances are serious, such as multiple violations or serious consequences, the company will face more severe penalties, up to a fine of up to 30,000 yuan.
