The qualification level will be reduced from A, B, C** to two levels.
Fourth urban and rural planning (land and spatial planning) preparation unit qualifications are divided into two levels, A and B.
Class A qualifications shall be examined and approved by the competent department of natural resources, and Class B qualifications shall be examined and approved by the provincial people's competent department of natural resources at the place where they are registered.
The initial application shall apply for Class B qualification; After two years of obtaining the Grade B qualification certificate, you can apply for the Grade A qualification.
Added the content of "Territorial Spatial Planning".
1) The preparation unit of urban and rural planning shall be adjusted to the preparation unit of urban and rural planning (land and spatial planning).
2) The state establishes a territorial spatial planning system, and integrates the spatial planning of main functional areas, land use planning, and urban and rural planning into a unified territorial spatial planning.
Units engaged in the preparation of territorial spatial planning within the territory of the People's Republic of China shall obtain the qualifications of the corresponding level of urban and rural planning (territorial spatial planning) preparation units, and undertake business within the scope specified in the qualification level.
3) **The competent department of natural resources is responsible for the supervision and management of the qualifications of the national urban and rural planning (land and spatial planning) preparation units.
4) Before the implementation of these measures, the units that have obtained the qualification certificate of urban and rural planning preparation units issued by the competent departments of natural resources and the land planning units included in the recommended list of land planning agencies may undertake the relevant land and spatial planning preparation business in accordance with the relevant requirements before December 31, 2025. The requirements for Class B qualification standards have been lowered.
1) The total number of personnel with the revised Class A qualification standards is consistent with the original provisions, and the number of personnel with professional titles in different specialties has been adjusted. (See Article 5 of the main text for details).
2) The requirements for Class B qualified personnel are reduced. (See Article 6 of the text for details).
The number of professional and technical personnel has been reduced from no less than 25 to 20, and the number of professional titles in different specialties has also been adjusted.
The number of registered urban and rural planners has been reduced from no less than 4 to 3.
Other highlights. 1) There is no restriction on the scope of the preparation of land and spatial planning undertaken by the preparation unit of Class A urban and rural planning (land spatial planning). (Article 17).
The organizing organ for the preparation of land and spatial planning shall entrust the planning unit with corresponding qualifications to undertake the specific planning and preparation business. (Article 17).
2) The planning unit and its project leader and technical person in charge shall be responsible for whether the planning results meet the above requirements. (Article 18).
3) Urban and rural planning (land and spatial planning) preparation units can employ retired senior professional title technicians or registered urban and rural planners under the age of 70, with no more than 2 people in Class A qualification units and no more than 1 person in Class B qualification units. (Article 7).
4) The qualification examination and approval of urban and rural planning (land and spatial planning) preparation units shall be handled online throughout the whole process. (Article 8).
If you apply for Class A qualifications, you shall also submit the relevant planning performance that you take the lead in undertaking and completing in accordance with the requirements of these Measures; Those who apply for Class B qualifications shall submit relevant performance information according to the actual situation. 5) The qualification certificate of the preparation unit of urban and rural planning (land and spatial planning) is valid for 5 years.
The qualification certificate of the preparation unit of urban and rural planning (land and spatial planning) is divided into paper certificate and electronic certificate, and the electronic certificate and paper certificate have the same legal effect. The original and one copy of the paper certificate shall be uniformly printed by the competent department of natural resources, and if the paper certificate is lost or damaged, it will not be reissued.
