SPNP: Cosmetic Product Notification (SCPN) is a notification system created by the UK Cosmetics Regulations to achieve cosmetics regulation.

On 2 December 2020, the UK** published the Brexit Transition: New Rules for 2021. The rules refer to notification requirements for cosmetics. From 1 January 2021, the UK will have its own database of cosmetic notifications: the Submitcosmetic Products Notification (SCPN) service. If the product is placed on the UK market, then a cosmetic notification is required. (Restoration EVELYN0216).

2. All information related to cosmetic products needs to be reported in the SCPN online reporting system;

1).Cosmetic products are to be compulsorily notified through SCPN.

2).Products should be communicated by the responsible person and, in specific cases, by the distributor concerned.

3).The responsible person or distributor is required to provide the required updated information in a timely manner.

4).The person in charge can delegate the product notification to other relevant units.

5).Registration is required to make SCPN reports.

3. Information required for cosmetic SCPN notification:

1) Information of the person responsible in the UK and contact information;

2) Cosmetics brand name and detailed product formula;

3) Product labeling**;

4) Packing**;

5) Country of origin (imported from ** to EEA);

Special note: For those containing nanomaterials, the notification content of each nanomaterial includes:

1) Identification method and name (IUPAC), CAS number, EINECs or ELINCS number, non-proprietary trade name;

2) specifications, including particle size, physical and chemical properties;

3) an estimate of the number of nanomaterials placed on the market each year;

4) toxicity data;

5) safety data used in the relevant type of cosmetic product;

6) Reasonably foreseeable exposure.
