However, a reporter from Beijing Youth Daily learned that employee home visits have long been a common routine operation in the banking industry, ranging from large state-owned banks to small banks in villages and towns; From management cadres to grassroots tellers, they all "can't hide". In addition to home visits, many banks also regularly ask employees' family members to come to the bank for "parent-teacher meetings". A number of banking industry insiders told the reporter of Beiqing Daily that whether it is a home visit or a family meeting, it is to implement regulatory requirements and understand the personal movements of employees outside working hours, with two main purposes, one is to prevent the risk of employees "outside eight hours", and the other is to care for employees and make employees feel the care of the organization.
Regulatory requirements regulate the behavior of employees within eight hours
I also know that some employees are resistant to requests for home visits and contact with family members, believing that they are an invasion of personal privacy and a disruption to their personal lives. However, the banking industry is a special industry, and the regulatory requirements are to understand the living conditions of employees, especially those in some important positions. Mr. Liang, the president of a branch of a large state-owned bank in Shandong, said that his branch will conduct at least one home visit to each employee every year, and has also formed its own characteristic home visit system.
It is understood that the former China Banking Regulatory Commission and the former China Banking and Insurance Regulatory Commission issued a document many years ago requiring banks to regulate the behavior of employees outside of eight hours to prevent operational risks.
For example, Article 7 of the "Guiding Opinions on Deepening the Construction of a Clean Financial Culture in the CBIRC System (Trial)" issued in May 2022 requires that grassroots party organizations, trade unions, Communist Youth League and other mass organizations actively carry out home visits, gain an in-depth understanding of the family situation of party members and cadres and the living conditions of "eight hours away", invite the families of party members and cadres to participate in the joint construction of integrity, advocate the concept of good family style, pay attention to drawing nutrition from excellent traditional family mottos and family rules, implement red family style inheritance activities, and carry out family integrity initiatives. Build a line of defense against corruption and clean families.
In June 2007, Article 17, Item 8 of the Guidelines for Operational Risk Management of Commercial Banks, issued by the former China Banking Regulatory Commission (CBRC), requires that commercial banks should strengthen internal control as an effective means of operational risk management, and that the relevant internal measures should at least include a code of conduct for employees in important positions or sensitive links within eight hours.
Article 7 of the Circular of the China Banking Regulatory Commission on Intensifying the Prevention of Operational Risks, which came into effect in March 2005, requires that the behavior of staff in important posts and sensitive links within eight hours be strictly regulated, and a corresponding supervision system for misconduct should be established.
A reporter from Beiqing Daily learned that in recent years, many banks have received regulatory fines for inadequate management of employee behavior. Some of the employees involved in the case went astray due to long-term addiction to gambling; Some overspend, repay large loans, and embezzle customer funds; Others engage in illegal fundraising under the guise of bank employees. The personal commission of a bank employee will not only bring economic losses to the bank and customers, but also directly affect the reputation of the bank. A number of people in the banking industry said that family members are most familiar with and understand the life of employees outside the eight hours, and through family members, they can quickly find signs of abnormal behavior of employees, and family is also an important line of defense against corruption and degeneration. The supervision of employees outside of eight hours is inseparable from the cooperation of family members, which is why bank home visits and family meetings are held. It is understood that some banks will require the superior leaders of employees to establish ** and WeChat contact with employees' families.

Many banks stipulate that after each home visit, the relevant personnel must fill out the home visit record form and take photos on the spot for record. Some bank employees said that they had not encountered a single home visit for many years after they joined the company; Some people said that there is a system of home visits, but generally a form is issued, and employees fill in and hand in the work by themselves, and some people even say that "I completed the home visit record form of our entire department by myself." ”
In order to meet the requirements of the superiors to take photos, every year the whole department goes to the home of the closest colleague to the unit and finds a few photos in different corners. Another bank employee said that the number of people in his department is not large, and the home visit is similar to team building, and the leader arranges to walk through everyone's homes a day, and each family stays for 10 minutes, basically taking a photo, sending condolences and leaving, and then everyone has dinner together.
Home visits can also be awkward
Although banks have strict requirements for home visits, in practice, most bank home visits are not conducted in a relaxed atmosphere.
Mr. Zhang, the person in charge of a bank branch in Guangdong, said that when he visited his home, he always drove with a fruit basket he bought at his own expense, and arranged the route time to minimize interruptions. Each family generally 1 hour, try not to eat, "There is also a meal, when the employee's parents stay to eat, I see that everyone is not disgusted with me to visit the home." I mainly check whether the employee's family is harmonious and whether the employee himself has bad habits. ”
Of course, some employees and bank leaders said that embarrassing scenes would inevitably arise during home visits.
Some bank employees said that when the leader visited his home, he directly asked his parents "steadily and ruthlessly", "Does he have online gambling?" Is there a live tipping? Are there any large online loans? As soon as the three questions came out, I felt that I was being treated as a "criminal suspect".
It's not just employees and their families who are embarrassed, but also bank leaders who sometimes can't handle it. Ms. Li, who works at a commercial bank in a city in Zhejiang, said that her bank regularly calls family members to the bank for meetings and exchanges, married employees will ask their spouses or children to come, and unmarried people will call their parents. It has been learned that there are quite a few banks that have convened meetings for family members, including large state-owned banks, joint-stock banks, and city commercial banks.
A bank employee said that she and her husband worked in different branches of the same bank, and the two outlets happened to have a family meeting on the same day, but fortunately there were two children at home, so one of them took one child to the meeting, "which also fully explains the benefits of a second child." There are also single employees in their 50s who also invite their mothers, who are nearly eighty years old, to hold "parent-teacher conferences".
It is understood that the bank's "parents' meeting" is generally to introduce the latest development of the bank, thank the family for their support and understanding, and hope that the family will continue to support the bank's work. Like home visits, an important part of the "parent-teacher conference" is to take photos. Some banks will send condolences on the spot, but some bank employees complained that the condolences to their families were actually deducted from their year-end bonuses, and they felt that the bank was "too picky".
What do bankers think about home visits?
Some cadres and employees are resistant
A reporter from Beiqing Daily found that there are bankers complaining about home visits on major social platforms, some people think that this violates personal privacy, and some people think that home visits are very meaningful, but they hope to be more humane in the implementation details and minimize the disturbance to the normal life of bank employees and their families.
In July 2021, a second-level branch of a major state-owned bank in Shanghai conducted a survey on the supervision of 33 grassroots outlets under its jurisdiction, and issued 159 anonymous questionnaires.
According to the survey data, 58 percent of the branch presidents and discipline inspection committee members have heart-to-heart talks every month, and 43 percent of the branch presidents and discipline inspection committee members visit their homes once every six months. At the same time, more than 67% of the cadres and employees believe that the heart-to-heart talks of the president and discipline inspection committee should be maintained at a frequency of half a year or more than once, and even 20Seventy-five percent of the cadres and employees believe that the president and the discipline inspection committee do not need to conduct home visits. It can be seen that some cadres and employees have a certain degree of resistance to heart-to-heart talks, home visits and other forms.

The research report pointed out that each employee has a different understanding of the existing supervision and management methods, through the previous symposium and employee interviews, most of the employees for the existing supervision and management methods are acceptable, but there are also some employees for the supervision of time outside the work There is a disagreement, that the "eight hours away" supervision is a peek into private life, unwilling to share with others, they prefer to carry out activities in the way of "team building".
The research report suggests that it is necessary to strengthen the contact and interaction with employees' families in a subtle way, such as "family day", family symposiums, family team building, etc., so that family members can participate in the collective activities of the unit in a relaxed and natural environment, increase the opportunity to communicate with employees' families, and also increase the sense of identity and belonging of cadres and employees.
Experts: Banks should improve the home visit system to reduce disputes
How do you deal with the controversy caused by the banker's home visit and the resistance of some bank employees?
Pan Helin, a well-known scholar, said that it is reasonable for the supervision to require banks to regulate the behavior of employees "outside the eight hours", but banks should adopt ways and methods that are more acceptable to employees and their families, not to mention that the supervision does not require the use of home visits. In reality, home visitors are often superiors, and employees generally do not reject visitors at an inopportune time. However, Pan and Lin believe that whether or not to accept home visits should follow the principle of voluntariness, and if employees are unwilling, the bank should not affect the normal life of employees and their families, but should find other ways to understand the life trends of employees "outside the eight hours", or formulate a more humane home visit system.
Dong Ximiao, chief researcher of Zhaolian, said that banks are financial enterprises, and the requirements for employee behavior management are higher than those of ordinary enterprises. Understanding and grasping the dynamics of employee behavior can help strengthen financial risk prevention. Under normal circumstances, employees should support and cooperate with the bank's employee behavior investigation in accordance with the requirements of the regulatory authorities.
Dong Ximiao also pointed out that banks should have a clear institutional basis for carrying out employee behavior investigations. For example, we have incorporated the home visit system into our internal systems, such as the Code of Conduct for Employees, to reduce the number of disputes that may arise as a result.
