In China, attracting overseas talent back to China is an important part of the current policy. Professor Zhang Wenming, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), expressed his views on this. He pointed out that there are many problems in China's current policy on returning talents from studying abroad, including excessive emphasis on introduction and neglect of evaluation, and emphasis on supply but neglect of use. In this case, the implementation of the policy may be hindered by many obstacles, and it will be difficult to achieve the desired effect.
In response to these problems, Professor Zhang Wenming put forward a series of suggestions. He called on the relevant state departments to introduce more guiding policies to promote the transformation of the talent policy system from "nesting and attracting phoenixes" to "cultivating talents with talents". This means that policies need to focus more on the evaluation and use of talent, rather than simply bringing in talent.
In addition, Professor Zhang Wenming also suggested that the talent policy should be changed from "demand-oriented", "supply-oriented" and "environment-oriented" to "evaluation-oriented", strengthen the communication and coordination between various policy departments, and formulate a more effective comprehensive talent evaluation policy.
Finally, Professor Zhang Wenming emphasized the importance of team building of talents and the transformation of scientific research achievements. He pointed out that the relevant clauses of "team building" should be added to the evaluation policy construction, focusing on the actual contribution of talents and teamwork ability. At the same time, the policy should also pay more attention to the practical evaluation of scientific research results, and promote the deep integration of scientific and technological innovation and industrial development.
