According to data from the Ministry of Industry and Information Technology, as of the end of October 2023, the total number of IPTV users in China has reached 39.8 billion households, a net increase of 17.25 million households in 1 October. This is a slight decline from the net increase in the same period last year, with a net increase of 25.32 million IPTV households in January and October 2022. However, it can still be seen that although the large-screen market is saturated, IPTV is still expanding its territory and consolidating its position as the largest TV broadcast channel in China. The network combed the development of IPTV users in different provinces in the past three years, and found that the development of IPTV users is closely related to the population size of each province. The top 10 provinces of IPTV are also the top 10 provinces in terms of population size in China.
Figure 1 As can be seen from Figure 1, a total of 16 provincial-level IPTV users will exceed 10 million in 2022. Among them, the number of IPTV users in Sichuan, Guangdong, Jiangsu, Shandong, and Henan has exceeded 20 million, and Sichuan has even exceeded 30 million.
Figure 2: Although it is the consensus of all sectors of the industry that the development of user scale has peaked, it can be seen from Figure 2 that some provinces have been "swimming against the current" in the past three years. In the case that the overall growth trend has slowed down significantly, there are still provinces where the net increase in users is rising, such as Jiangsu, Sichuan, Zhejiang, Yunnan and other provinces, during 2020 and 2022, not only achieved annual growth, but also the net increase is still increasing year by year. In the past three years, only Shanghai and ** have experienced negative growth for a time.
Figure 3 shows the penetration of IPTV services in broadband services in 31 provinces and cities across the country in 2022, with the penetration rate of provinces and cities with high penetration rates, including Sichuan (89%) and Xinjiang (84%). Provinces and cities with low penetration rates, including Beijing, have a penetration rate of about 46%, and Henan has a penetration rate of about 51%. The higher the penetration rate, the smaller the space for new users, and the provinces with lower penetration rates still have room for improvement after fully tapping the sinking market. For example, Henan, a province with a large population, has ranked fifth in the country in terms of IPTV user scale, with about 20 million users, but its broadband users will be about 39.35 million in 2022, and the penetration rate of IPTV services in broadband services will be about 51%, and there is still considerable room for expansion. In addition, the data of the mobile network combing found that the high penetration rate does not mean that the user scale has completely reached the ceiling, as long as the business development method is appropriate, broadband and IPTV users can continue to "go hand in hand". For example, in Sichuan, the penetration rate of IPTV services among broadband users in 2020 was as high as 93%, but in 2021, it added 245 new fixed-line broadband users50,000 households, followed by 146 new IPTV users in 202180,000 households;By 2022, Sichuan will add 345 new fixed-line broadband users20,000 households, followed by 261 new IPTV users in 202270,000 households. A province with the largest IPTV penetration rate in the country will still rank second in the country in net user additions in 2022, which shows that the national IPTV still has growth potential when the market is fully explored. Especially since 2023, with the in-depth development of TV rectification work, the OTT live broadcast business has changed. On the one hand, both the mobile OTT live broadcast service and the OTT live broadcast service of TV manufacturers are required to curb the increment and manage the stockOn the other hand, the live TV APKs represented by "TV Home" have been shut down one after another, which has brought new incremental space for IPTV to provide live TV services legally and compliantly. However, how to undertake this part of the users with live broadcast needs is a real big test that IPTV is currently facing. Of course, while thinking about countermeasures to undertake incremental users, it is also necessary to fully tap the value of stock and seek high-quality development. At present, the number of fixed-line broadband gigabit subscribers continues to expand, reaching 1500 million households, a net increase of 57.97 million households this year alone.
