The basic conditions for the development of CCER forestry carbon sequestration projects

Up to now, the National Development and Reform Commission has approved the filing of four CCER forestry carbon sequestration project methodologies, namely "AR-CM-001-V01 Carbon Sequestration Afforestation Project Methodology", "AR-CM-002-V01 Bamboo Afforestation Carbon Sequestration Project Methodology", "AR-CM-003-V01 Forest Management Carbon Sequestration Project Methodology" and "AR-CM-005-V01 Bamboo Forest Management Carbon Sequestration Project Methodology". These methodologies are the basis for the development of CCER's forestry carbon sequestration projects, and project activities need to be designed and implemented in accordance with these methodologies.

CCER forestry carbon sequestration projects also need to be "additional", which means that the carbon sinks generated by the project activity must be in addition to the existing forest carbon sinks, i.e., these carbon sinks would not have been generated without the project. As a result, project activities need to be independently validated and certified to ensure that they comply with relevant national policies and rules.

After obtaining the record from the competent national authority and the issuance of the forestry carbon sink CCER, the CCER forestry carbon sink project can carry out carbon sink trading. These project activities must commence no earlier than January 1, 2013, and must be completed within three years of the project validation and publicity.

In order to maintain the authenticity and reliability of the project, the CCER forestry carbon sequestration project needs to be certified by the provincial forestry authority before submitting the application to the National Development and Reform Commission for the record. This is a new regulation after 2016, which has already been implemented, but has not yet been officially issued.

According to these four methodologies, the applicable conditions or basic conditions for CCER forestry carbon sequestration projects include:

1.Conditions for the application of the methodology of carbon sequestration afforestation projects:

1) The land for the project activity is unforested since 16 February 2005. The ownership of afforestation land is clear, and the land ownership certificate issued by the people at or above the county level is clear

2) The land for the project activity does not fall under the category of wetlands and organic soils;

3) The project activities do not violate any relevant national laws, regulations and policy measures, and comply with the national afforestation technical regulations;

4) The disturbance of the soil by the project activities meets the requirements of soil and water conservation, such as land preparation along the contour line, the proportion of soil disturbance area does not exceed 10% of the surface area, and the disturbance is not repeated within 20 years;

5) The project activities do not take the method of clearing the burned forest land (mountain refining) and other man-made fire activities;

6) The project activity does not remove surface litter, tree roots, dead wood and harvesting residues;

7) The project activities will not result in the transfer of agricultural activities (crop planting and grazing) prior to the start of the project. Carbon sequestration afforestation activities to which this methodology applies do not include bamboo afforestation.
