What is the difference between a TR CU certificate and a GOST R certificate?
What's the difference?
If the product complies with one of the technical regulations introduced by the Customs Union (CU), a Certificate of Conformity of the Customs Union TR CU EAC or a Declaration of Conformity of the TR CU EAC is issued. These certificates have the same legal force throughout the Eurasian Economic Union (EAEU), which includes the following countries: Russian Federation, Republic of Kazakhstan, Republic of Belarus, Kyrgyz Republic, Republic of Armenia.
The mandatory GOST R Certificate of Conformity in Russia must be obtained by the Russian Federation and the merchant or seller of imported goods specified in the list of products approved by the Decree of the Russian Federation of December 23, 2021 No. 2425. GOST-R certification has legal effect only on the territory of the Russian Federation.
Adjustments will be made to the latter regulation when the new Technical Specification TR CU of the Customs Union enters into force for GOST-certified products previously listed in Decision No. 2425. GOST R certification is usually no longer required for such products, as they are regulated by the existing Technical Regulations of the Customs Union, which makes TR CU EAC certification mandatory for the implementation of such products, and the GOST standards on which the products are produced have been granted recommended implementation status.
How do I apply for EAC or GOST certification?
A GOST R certificate can be obtained from a certification body accredited by the Russian Agency for Accreditation (ROSAKKREDITATION) in order to carry out conformity assessment of the required products. Only the Eurasian Union Accreditation Bodies can issue a TR CU EAC Certificate of Conformity, which will contain the specific Technical Regulations of the Customs Union. The same is true for certified laboratories that need to test product samples.
GOST R certificates are issued as compulsory certification for the goods listed in PP 2425. It is also possible to apply for voluntary GOST certification for the same product (but other safety and quality indicators and characteristics may be indicated according to the applicant's requirements).
If the product is specified in a particular Customs Union Technical Regulation (TR CU), it is generally necessary to obtain a Certificate of Conformity from the Customs Union Technical Regulation TR CU EAC.
