Russian certification: GOST-R certificate or EAC certificate of conformity?

For the sale of most goods produced in Russia or imported from abroad, it is necessary to obtain a certificate certifying that the quality of the goods meets the requirements. The names of the products subject to certification are included in a specially developed list.

GOST R Certificate: It is a certificate of conformity that has confirmed that the sample meets the Russian GOST standard, which is used to confirm whether the quality of the goods (raw materials, finished products, etc.) meets the GOST standards and quality and safety technical specifications stipulated in Russia. During the validity period of the GOST-R certificate, products with a GOST-R certificate can be legally circulated on the market of the Russian Federation (not on other markets of the Eurasian Union). Since 2007, a new economic and geopolitical unit - the Customs Union - was created, which is a partnership of several member countries such as Russia, Belarus, Kazakhstan and, most recently, Kyrgyzstan and Armenia, whose main advantage is to facilitate ** exchanges between the Russian Federation and the countries of the Eurasian Economic Union by reducing or completely eliminating tariffs between the member states of the Union.

Technical Regulations of the Customs Union CU-TR Certificate (EAC): It confirms that products sold in the territory of the member states of the Customs Union comply with the established quality and safety standards. The Customs Union EAC certificate is currently more promising than the GOST R certificate and offers a number of advantages for product manufacturers and distributors:

First of all, there is no need to issue several separate national certificates of conformity for each member country of the Eurasian Union.

A clear advantage is the reduction in the time required for individual certification of goods.

The EAC certificate allows manufacturers and distributors to circulate freely within the territory of the Eurasian Union (Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan) without any customs formalities and customs duties.

It should be noted that the certification of products in the GOST R system in Russia is carried out in accordance with the technical requirements and conditions that are not fully up-to-date and partially outdated (the latest implementing regulation is Decree No. 2425 of December 23, 2021). The Eurasian Union (EAEU) has stricter requirements for the registration of goods for compliance, but the EAC certificate registration process takes less time. It is for these reasons that the Russian GOST R certificate is gradually being replaced by the more relevant TR CU EAC certificate.

The EAC certificate applies not only to goods produced in the territory of the countries of the member states of the Customs Union, but also to products of other imported manufacturers.
