Xu Longzhang, a senior expert of the Energy and Water Conservancy Business Department of the China Development Bank, said that the China Development Bank, as the only financial institution among the members of the Provincial Coordination Leading Group of the Ministry of Yongding River Comprehensive Management and Ecological Restoration, will continue to increase its support for the key areas of Yongding River comprehensive management, play a role as a bridge and link between the Yongding River and the market, and actively serve high-quality development.
Liu Chengyun, member of the Standing Committee of the Party Committee and deputy general manager of China Communications Construction Group, proposed that all parties should focus on government-enterprise cooperation, innovation and breakthroughs, and collaborative governance, strengthen technology, management, and business model innovation, summarize, replicate and promote the Yongding River model, improve the river basin governance mechanism of co-construction, co-governance and sharing, and accelerate the improvement of river basin governance and management efficiency.
In the keynote speech, Zhang Zhitong, former chief planner of the Ministry of Water Resources, suggested that the upstream and downstream, left and right banks, and main and tributaries should be coordinated, flood control standards should be scientifically determined, and the construction of flood control engineering systems in the river basin composed of reservoirs, rivers, embankments, and flood storage and detention areas should be acceleratedWe should build the Yongding River and Shanxia Flood Control Reservoir as soon as possible, strengthen the river management and embankment construction of key river sections, strengthen the construction and management of the Yongding River floodplain, strengthen the prevention and control of flash floods, improve the "four precautions" capacity of the river basin, improve the flood control standards of infrastructure such as electricity, communications and water supply, and timely revise the comprehensive plan and flood control plan of the river basin to ensure the safety of flood control in the river basin.

Hu Zuoliang, member of the Party Leadership Group and first-level inspector of the Haihe River Water Conservancy Committee of the Ministry of Water Resources, systematically introduced the construction of the digital twin Yongding River and its important role in the "23.7" catastrophic flood in the Haihe River basin. He said that in the future, in accordance with the requirements of demand traction, application first, digital empowerment, and capacity improvement, the data base board and flood control model will be improved, and the "four pre-planning" functions of flood control will be strengthened, so as to change from "water control" to "smart water", so as to empower the modernization of governance and management in the Yongding River Basin.
