Recently, Inner Mongolia ** and Hohhot Tobacco Monopoly Bureau jointly announced that a case of illegal operation of tobacco monopoly products across provinces and regions was cracked. 12 criminal suspects were arrested, 8 illegal production, storage and sales dens were destroyed, 22 tons of tobacco and tobacco involved in the case were seized, and the funds involved in the case exceeded 50 million yuan.
At the beginning of January this year, the Monopoly Inspection Detachment of the Hohhot Tobacco Monopoly Bureau of the Inner Mongolia Autonomous Region received a report from the masses that Guo Moucun purchased a large amount of tobacco from other places and sold it illegally. Subsequently, inspectors launched an investigation and found suspicious packages in a local logistics park.
Li Feng, squadron leader of the monopoly inspection detachment of the Hohhot Tobacco Monopoly Bureau: When we saw the items in the green woven bag, when we approached the items, there was a pungent smell of tobacco. By checking the logistics information, it was found that this batch of goods was sent from Jiaozuo City, Henan Province to Hohhot City. For about 18 pieces of goods, the weight of each package is 25 kg. Wait for this batch of goods to see who will pick it up, or if the logistics personnel will deliver it.
In the process of squatting, the inspectors found that the suspect had a strong anti-investigation ability, not only planned the driving route in advance, but also drove his own package into the logistics park, and quickly loaded the goods and transported the goods.
Li Feng, squadron leader of the monopoly inspection detachment of the Hohhot Tobacco Monopoly Bureau: 18 items were loaded into the van and drove away, and the drive was so fast that we couldn't see it when we came out. Then the car drove into a particularly secluded wood, and after waiting in the woods for about 10 minutes, a man in work uniform appeared, and the two rarely communicated. At this time, the tobacco-smelling goods in his car were moved to another car. Later, the two did not speak again, and the car returned to the logistics, and the car went in the opposite direction.
The inspectors then monitored the freight vehicle, determined the final parking place of the car, and confirmed that the suspect in illegal tobacco trafficking was Guo Moucun.
Li Feng, squadron leader of the monopoly inspection detachment of the Hohhot Tobacco Monopoly Bureau: We also tracked the car, and in a very close place to his warehouse, we found his storefront, which was a store that sold these illegal monopoly items. Smoking shredded tobacco and tobacco leaves are concentrated in middle-aged and elderly people, because they are still relatively cheap compared to finished cigarettes. According to his customer flow, we also estimated that we could sell about 50 kilograms in the morning. According to the profit calculation, the profit is about 3,000 yuan.
According to relevant laws and regulations, to engage in tobacco purchase and sales business, it is necessary to have a tobacco monopoly retail license certified and issued by the State Tobacco Administration. However, Guo illegally sold cigarettes without obtaining a tobacco monopoly retail license, disrupting the cigarette sales market, and the amount involved was huge, involving a criminal offense. Immediately, the Monopoly Inspection Detachment of the Hohhot Tobacco Monopoly Bureau transferred the clue to the Public Security Branch of the Economic and Technological Development Zone of the Hohhot Municipal Public Security Bureau for further investigation.
Dig out the whole chain of tobacco-related crimes.
After an in-depth investigation, Inner Mongolia ** found that the case was complex and involved a wide range. In order to crack the case as soon as possible, the Economic and Technological Development Zone Bureau of the Hohhot Municipal Public Security Bureau and the Hohhot Tobacco Monopoly Bureau set up a joint task force.
According to the clues of the previous investigation, the task force found that in addition to Guo Moucun, his son Guo Moupeng was also involved in the case. Among them, Guo Moucun not only illegally sold tobacco leaves and tobacco shreds in his own store, but also used express logistics to buy a large number of tobacco monopoly products.
Wang Fu, deputy captain of the Economic Investigation Brigade of the Economic and Technological Development Zone Public Security Branch of the Hohhot Municipal Public Security Bureau: The sender and the recipient also have the address of the recipient, the address of the sender, and the name and type of the goods are all fake, and the types of goods are all instant noodles. It was found that the mobile phone number used by the suspect was real, and this mobile phone number had been purchased from Jiaozuo City, Henan Province from 2020 to May 2023, and the amount was very large. Every month there are nearly 20 pieces, each of which is nearly 25 kilograms.
After investigation, the suspects Guo Moucun and Guo Moupeng initially made profits by reselling tobacco products. Later, in order to seek higher profits, Guo Moucun purchased and hid tobacco leaves and tobacco shreds from other places, processed them at his home and sold them, and the amount involved was huge.
Wang Fu, deputy captain of the Economic Investigation Brigade of the Economic and Technological Development Zone Public Security Branch of the Hohhot Municipal Public Security Bureau:(Guo Moucun) personally went to other places to purchase flue-cured tobacco and tobacco leaves. Under normal circumstances, he goes to the village where flue-cured tobacco is grown, and goes door to door to buy the remaining flue-cured tobacco and tobacco leaves that do not meet the standards. It is pulled back to his residence by a large truck, reprocessed, and then sold to his downline, and so on. Guo's capital flow will be as high as about 6 million from 2020 to 2023.
As the investigation deepened, a criminal gang that had been illegally dealing in tobacco monopoly products in Hohhot for a long time gradually surfaced. The gang has formed a whole chain of illegal production, transportation, and sales, with a tight organization, a clear division of labor, and a secret means of committing crimes. Using the Internet and modern communication tools to evade the investigation of the public security organs, they have illegally sold tobacco products to the surrounding areas of Hohhot City through the Internet for a long time.
On May 2 this year, the task force arrested Guo Moucun and Guo Moupeng, seized hundreds of kilograms of tobacco shreds and tobacco leaves from Guo Moupeng's store, and searched and seized more than 10,000 kilograms of tobacco leaves at Guo's residence. According to the appraisal of the National Tobacco Quality Supervision and Inspection Center, the seized tobacco is flue-cured tobacco.
The remaining 10 suspects were arrested.
With the arrest of the suspect Guo Moucun's father and son, the facts of the case and the people involved in the case gradually became clear. The task force organized capable police forces to continue to dig deep and follow up across provinces and regions.
After the police sorted out the criminal chain online, it was locked that Guo Moucun's online was Henan criminal suspect Zhao Moujin.
Yun Lifu, instructor of the Economic Investigation Brigade of the Economic and Technological Development Zone Public Security Branch of the Hohhot Municipal Public Security Bureau: The motorcycle has a cloak on it, and the cloak can hold more than a dozen pieces of goods, each of which is about 25 kilograms. The suspect rode a motorcycle from his home to Boai County (Jiaozuo City, Henan Province). Because they have had a cooperative relationship with logistics for so many years, they contacted the logistics company in advance and unloaded the goods directly at the logistics company after arriving at the logistics. Most of their goods are covered by instant noodle boxes, and the goods are placed in the logistics after the logistics, and the logistics are packed, loaded, and then sent to various places.
At the same time, during the investigation, the special case team determined that the criminal suspect Zhao Moujin, Zhao Er, and Zhao San formed a criminal gang that illegally produced, transported, and sold tobacco monopoly products.
Yun Lifu, instructor of the Economic Investigation Brigade of the Economic and Technological Development Zone Public Security Branch of the Hohhot Municipal Public Security Bureau: After Zhao Sanmou pulled the tobacco leaves back to his own yard, he stir-fried and baked the tobacco leaves, and finally shaped them in a fixed mold to form a solid tobacco shred. This tobacco can produce about 50 kilograms per day. After the production of tobacco, it was packaged by Zhao Er, with 4 small squares and a large package, and there were about 30 in one box.
A network of illegal tobacco monopoly products produced and sold from Henan to four provinces and regions, including Inner Mongolia, Hebei, Henan, and Shanxi, has gradually surfaced. On May 8, the task force, together with the local government, acted simultaneously in four places to arrest the remaining 10 suspects in the case, smashed 8 illegal production, warehousing and sales dens, seized a batch of criminal tools and materials involved in the case, and involved in more than 5,000 yuan of funds. At present, all 12 suspects in this case have been brought to justice, and the case is being further investigated.
