An elderly man in his 80s expressed his deep gratitude to the judge after listening to Lin Kuang's detailed explanation of how to solve the historical problems of his own land use rights.

Over the years, the Mushihe People's Court has taken the two major work measures of "facilitating the people and benefiting the people" and "resolving them on the spot" as the starting point to promote the substantive resolution of conflicts and disputes in the jurisdiction on the spot and serve the overall situation of grassroots social governance.
Two villagers in Lijia Village, Tumenling Sub-district Office, Jiutai District, had a quarrel over the standard ridge spacing of the land, and both sides said that it must be resolved through litigation procedures. If the mediation of the village committee fails, it shall promptly inform the Mushihe People's Court and the Judicial Institute Mediation Center of the situation. The judge immediately contacted and interacted with the judicial office, went to the trial site in advance to understand the cause of the conflict, and gave full play to the function of the circuit trial site to conduct pre-litigation mediation between the two parties.
The judge made it clear to both parties that if the litigation process was to be followed, not only would it hurt the feelings of the neighbors, but it would also be costly in time. The two villagers felt that this was reasonable, so they decided to go through the pre-litigation mediation process. Witnessed by the village committee, the judges and the judicial office re-measured the land of both parties, and the two villagers agreed with the re-measured land data of the four to the two villages.

A community property company in the jurisdiction of Mushihe filed a lawsuit with the Mushihe court, saying that five owners refused to pay property management fees. After learning of the incident, the judge immediately contacted the five owners and asked them the reasons for refusing to pay the property management fee. Five owners said that the property management company collected property fees but did not fulfill their management responsibilities, and there were problems such as lack of monitoring in the community, security, greening, and cleaning.
In order to completely resolve the contradictions and disputes, the judge and the Mushihe Police Station conducted an on-the-spot visit to the community, and found that the community did have relevant problems reported by the owners to a certain extent. The judge then made a recommendation to the strata company to properly resolve the issues. The property company said that it would improve the level of management services, carry out centralized rectification of existing problems, and made a commitment to the owners. Through the judge's patient mediation, the five owners successively paid the outstanding property fees to the property management company, and the two sides shook hands.
The law is unforgiving, and it is the responsibility of fairness and justice. "We have always adhered to the principle of 'treating every first-instance judgment as a final and effective judgment, and resolving contradictions at the grassroots level and in the bud'. Lin Kuang said the original intention that every judge adhered to.
