Among them, the main responsibility of the disaster loss assessment team is to organize and carry out disaster investigation, disaster verification and comprehensive assessment in conjunction with the state and county, and determine the scope of the disaster and the disaster loss. A comprehensive disaster assessment report will be formed by December 31, 2023.
The main responsibilities of the geological hazard assessment team are to organize and carry out the investigation of geological and other secondary disasters in conjunction with the prefectures and counties, conduct geological disaster risk assessment, reconstruction site selection and land safety assessment, and put forward major geological disaster prevention and control measures, and opinions on land planning for village and town construction. To be completed by January 15, 2024.
The main responsibilities of the residential housing and village and town construction group are: first, to guide the prefecture and county to appraise the damage to residents' houses and other buildings, and to put forward specific opinions on repair, reinforcement or reconstruction based on the appraisal results. The second is to guide the prefectures and counties to formulate fortification standards for various types of housing construction, ancillary facilities and municipal projects for post-disaster reconstruction, and supervise their implementation. The third is to guide prefectures and counties to carry out the design, construction and quality supervision of post-disaster reconstruction houses and municipal projects. Fourth, it is necessary to guide prefectures and counties to carry out site selection, restoration, and reconstruction of residential housing and village and town construction. Among them, the site selection of residential housing and village and town construction will be completed by January 15, 2024, to ensure that residential housing will be completed and moved in by the end of October 2024.
The planning team is responsible for docking with the National Development and Reform Commission, jointly preparing the overall plan for post-disaster recovery and reconstruction, and coordinating and guiding the provincial departments to prepare special plans for industries and implementation plans for post-disaster reconstruction at the state and county levels. Among them, the outline of the master plan will be completed by December 31, 2023, and the first draft of the plan will be completed by January 31, 2024.
The main responsibility of the policy fund group is to raise funds from various parties, and to study and propose the total scale of post-disaster reconstruction funds and the plan to raise them. In conjunction with prefectures and counties, we will study and formulate supporting policies to support post-disaster reconstruction.
The main responsibility of the supervision and inspection team is to strengthen the supervision and inspection of the whole process of the implementation of the overall plan, the allocation and use of reconstruction funds, and the implementation of reconstruction projects.
Under the overall leadership of the Coordination and Steering Group, each task force shall work in coordination and linkage, and determine its own member units according to the needs of the work.
