This is also a new achievement of the business environment reform under the Beijing-Tianjin-Hebei coordinated development strategy, and it is also the first practice of "cross-provincial general office" of government services in North China.
According to the "Framework Agreement on Deepening the "Cross-Provincial General Office" of Real Estate Registration in North China" signed by the five places, combined with the actual conditions of their respective regions, the service needs of enterprises, the hot spots of people's livelihood, and the level of informatization construction, 16 high-frequency business items in five categories, including transfer registration, mortgage registration, advance notice registration, other registration and real estate registration information inquiry, will be included in the first batch of "cross-provincial general office" list, and gradually cover all housing registration online business on state-owned land.
In North China, an integrated service model of "'Internet + real estate registration' is the mainstay, supplemented by offline assistance". Through the "separation of receipt", the restriction of localized management of matters is broken, and the "cross-provincial general handling" matters are handled in different places or collected in other places, so that the applicant can complete the application for real estate registration in another place, and the local real estate registration agency will review it. Applicants can pay relevant taxes and fees to the territory online and receive electronic licenses, and paper certificates need to be delivered by mail.
