Based on the principles of complementary advantages, information exchange, resource sharing, and practical results, the Huishen "Commercial and Fishery Co-governance" Cooperation and Co-construction Agreement has determined four cooperation systems: regular meetings, daily contact, information circulation, and daily joint law enforcement, and clearly established a communication mechanism for water function planning, strengthened the order of water navigation and the supervision and management of ships in transit, strengthened the cleaning and rectification of "three no" ships, standardized the configuration of communication equipment for ships at sea, improved the linkage mechanism for water search and rescue, and strengthened the investigation and cooperation of commercial fishing vessels in the investigation of water traffic and pollution accidents.
