Storage cabinets, dressers, ASTM F2057-23 as a mandatory standard of the Sturdy Act, please be familiar!The U.S. Consumer Product Safety Commission (CPSC) made a new decision on April 19, 2023, and the committee voted to adopt the ASTM F2057-23 voluntary standard as the CPSC's mandatory safety standard to protect consumers from injuries and deaths caused by tipping over dressers, kitchens, and other clothing storage units.
The CPSC reviewed and evaluated the validity of the requirements of the ASTM F 2057-23 voluntary standard and determined that the standard met the relevant requirements.
The CPSC has previously approved a mandatory safety standard 16 CFR 1261 to address the risk of tipping over clothing storage units, which will come into force on May 24, 2023, but will now be replaced by the new mandatory standard ASTM F 2057-23.

The requirements of the new mandatory standards are as follows:
Stability test when the unit is placed on carpet: Stability test with a loaded drawer and multiple drawers open simulates the interaction test of a child weighing up to 60 pounds with the clothing storage unit's warning requirements.
The CPSC requires manufacturers to produce clothing storage units that meet the new requirements within 120 days of the publication of the registration of the regulatory standard.

According to Sturdy's requirements, a voluntary standard must meet the following performance requirements in order to become mandatory:
Test the stability of the device when placed on carpet, test the stability when loading drawers and opening multiple drawers, and.
The test simulated children weighing up to 60 pounds interacting with the device.
The CPSC reviewed and evaluated the validity of the ASTM F2057-23 voluntary standard as required by law and determined that the standard met the requirements of Sturdy.
As a result, on May 4, 2023, the U.S. Consumer Product Safety Commission issued a new direct final rule on the Federal Register, adopting ASTM F2057-23 as a mandatory safety standard.
The effective date of the new federal regulations will begin on September 1, 2023, unless the Commission receives significant objections by June 5, 2023.
This standard defines a CSU as free-standing furniture with drawers and or doors that can reasonably be expected to be used to store clothing and has the following attributes:
1.Designed to be configured to be greater than or equal to 27 inches (686 mm) in height
2.Mass greater than or equal to 30 lbs (13.)6 kg), and.
3.The total functional volume of the enclosed storage is greater than 32 cubic feet (90.)6 dm3)
Test all clothing storage units, including those 27 inches and above in height;and based on ASTM F2057-19 warning requirements, but CPSC may enhance ASTM F2057-19 warning requirements if reasonably necessary to protect children from tip-over-related death or injury.
The new ASTM F2057-23 is designed to reduce injuries and deaths in children caused by tipping over clothing storage units, including but not limited to cabinets, chests of drawers, chests of drawers, chests of drawers, and dressers.
If the CPSC determines that ASTM F2057-23 complies with the requirements of the STURDY Act and a final consumer product safety rule is issued, the new clothing storage unit safety rule will become effective 120 days after the date of enactment or at such later time as the CPSC determines, as appropriate.
In addition to the labeling requirements, the intent of the standard is clarified in the introduction to ASTM F0257, "This specification does not address the harm caused by the blatant misuse of the product, including, but not limited to, the harm caused by the use of the product in a manner not specified by the manufacturer and not reasonably foreseeable."
The most critical requirement of ASTM F2057 (i.e., stability evaluation) has not been revised, although the pressure given by the CPSC to increase the severity of this stability or to lower the 30-inch height limit may result in more versions. The mandatory requirements for the application of compatible tip-over devices to products as specified in ASTM F3096 "Standard Performance Specification for Tip-Over Arresters for Clothing Storage Cabinets" also remain unchanged.
Although the standard is not adopted as a regulatory safety standard, the CPSC strongly recommends compliance with ASTM F2057. Recent incidents of unstable furniture refer to this criterion.
