Experts at the meeting said that Nansha should rely on the diversified development of the port economy, form a complementary advantage and functional complementarity with Hong Kong and Macao, and create a new metropolitan area and urban agglomeration with open and shared production and living space and deep integration of urban functions in the Greater Bay Area.

In June 2022, the "Overall Plan for Deepening Comprehensive Cooperation between Guangdong, Hong Kong and Macao in Nansha, Guangzhou" (hereinafter referred to as the "Nansha Plan") was issued, clearly proposing to build Nansha into a major strategic platform based in the Bay Area, cooperating with Hong Kong and Macao, and facing the world. Under the guidance of the "Nansha Plan" to "enhance the function of international shipping and logistics hub", in recent years, Nansha has planned to build a port-based economic zone with Longxue Island as the core area in accordance with the idea of "integration of port industry and development of industry with Hong Kong", relying on the largest comprehensive hub port in South China, and working with Hong Kong and Macao to build a high-level opening door and move from the Bay Area to the world.
Xie Wei, deputy secretary of the Party Working Committee of Nansha Development Zone, said that Nansha has the largest and most functional comprehensive hub port in South China, connecting more than 400 ports and cities around the world, with a container throughput of more than 18 million TEUs. In terms of modern port industry, the output value of Nansha's automobile manufacturing industry has exceeded 200 billion yuan, forming an offshore equipment industry cluster with CSSC Longxue Shipbuilding Base as the core, gathering thousands of artificial intelligence and life and health enterprises.
Zhang Meng, assistant to the president of the China Economic Information Service of Xinhua News Agency and director of the Guangdong Economic Research Center, said that Nansha has unique geographical advantages, connecting inside and outside, and has continued to dig deep into the regional strategic value in recent years, continuously promoting the development of port logistics and the service level of the port group, and is accelerating the formation of a three-dimensional logistics hub of "sea, land, air and rail" that radiates the Pan-Pearl River Delta. With the in-depth implementation of the "Digital China" strategy, the digital economy and smart transportation have entered a stage of high-quality development, the construction of smart ports and smart waterways has ushered in a first-class period, and the development of Nansha will also enter an unprecedented period of strategic opportunities.
Under the new development pattern, Nansha has been given a new strategic positioning. Xie Yurong, deputy director of the Institute of Land Development and Regional Economy of the National Development and Reform Commission, said that the new strategic positioning puts forward new requirements for the economic development of the port in the Greater Bay Area. As the "heart of the Bay Area", Nansha should accelerate the upgrading of the port economy and industry, extend the industrial chain and reconstruct the industrial chain pattern, coordinate the port economy and urban economic development, promote the hub economy and the channel economy in a coordinated manner, drive the coordinated development of the region, and realize the new strategic positioning of Nansha based on the overall development of the country.
Li Zhongkui, director and researcher of the Ministry of Transport Research Institute, believes that the competition between China's ports will gradually become fierce in the future, and Nansha should be based on the basis of reality and comparative advantages, develop high-end shipping services, accelerate the construction of a moderately flexible port system, coordinate regional port resources, and orderly promote the collaborative ability of port groups to jointly respond to emergencies. In the process of building a port city, Nansha can learn from the framework of "shipping finance and insurance, legal arbitration, brokerage transactions, information consulting, education and training, cultural exhibitions, and scientific and technological innovation", combine the city's development positioning, and take "port + industry + innovation" as the path to promote the improvement of energy level.
According to Huang Bin, executive vice president of the National Research Institute of Economics, the development of the port economy under the new development pattern, the Greater Bay Area, with Guangzhou and Shenzhen as the core, should continue to maintain stability through openness and promote innovation through openness. China's door to opening up will not be closed, but the form and carrier of high-level opening up are changing. Nansha should continue to promote the opening up of factor markets and rules, regulations, management and standards, introduce high-end talents and technologies, build a dual-cycle hub, serve the development of industries in the Greater Bay Area and the central and western regions, and rely on the RCEP agreement to accelerate the realization of going global, and promote China and ASEAN to jointly build world-class advanced industrial clusters in ICT, new energy and automotive industries.
Liu Yanping, a researcher at the Chinese Academy of Social Sciences' Institute of Financial and Economic Strategy and deputy director of the Urban and Competitiveness Research Center of the Chinese Academy of Social Sciences, believes that further deepening the comprehensive cooperation between Guangdong, Hong Kong and Macao, focusing on exploring the docking and integration of rules with Hong Kong, Macao and the world, and strengthening the connection and interaction with the mainland is an important mission for Nansha to build a new development pattern and achieve strategic positioning in the future. Nansha should be strategically positioned as a future marine city and cultivate a port-based industrial ecology that integrates industry and city.
Wu Qitao, deputy director of the Guangzhou Institute of Geography of the Guangdong Academy of Sciences, said that the development of Nansha's port economy has the advantages of land-sea linkage, convenient and perfect three-dimensional comprehensive transportation and multiple opening-up policies. Under the background of the new development pattern, it should respond to the industrial development experience and development trend of domestic and foreign port cities, gather elements such as logistics, knowledge flow, and capital flow, and promote the iterative upgrading of Nansha from a "transportation hub" to an "economic hub" and then to an "open hub".
In the era of digital economy, shipping big data will add momentum to the economic development of Lingang, and Nansha has the advantages of ship trading and data trading, which contains important potential. Xu Kai, Chief Information Officer of Shanghai International Shipping Research Center of Shanghai Maritime University, Director of Port and Shipping Big Data Laboratory, and Secretary-General of Shipping Innovation Alliance, said that it is necessary to systematically promote the construction of shipping data standards and create a flow ecology of data elements.
Guangzhou Port is a comprehensive port and shipping logistics hub in the Guangdong-Hong Kong-Macao Greater Bay Area, and in recent years, it has accelerated the upgrading of the port hub, increased investment in intelligent equipment, and is striving to build a world-class smart and green port. Deng Lintong, general manager of Guangzhou Port Research Institute, said that in the future, he hopes that Nansha will continue to strengthen industrial introduction and support, plan the regional port industrial layout in advance, serve the development of the real economy, and at the same time enhance cooperation with Hong Kong and Macao, promote the agglomeration of high-end elements of shipping and logistics, and improve international influence.
In this salon, Xinhua News Agency, China Economic Information Service and the Water Transport Research Institute of the Ministry of Transport jointly released the "China Port High-quality Development Report (2023)". Ning Tao, director of the Development Center of the Water Transport Research Institute of the Ministry of Transport, introduced that based on the evaluation system of China's port high-quality development, the report carried out a comprehensive evaluation of 23 sample ports, and the evaluation indicators showed that China's ports have outstanding performance in many aspects of high-quality development. After years of development, the construction of Nansha Port Area is particularly prominent, and the first newly built automated terminal in the Guangdong-Hong Kong-Macao Greater Bay Area has been built.
