2) Graduate school officers occupy the establishment of the unit, which affects the incumbency rate, and the unit is not willing to recommend. Military officers need to be recommended and approved by the unit for graduate school, and if the unit does not agree, they will not be able to study. Although the officers who used to study in graduate school have gone out to study, the establishment is still in various units. This creates the problem that the more people who go to graduate school, the more "ineffective" the establishment will be. Although the establishment of each unit seems to be sufficient, there are always not enough people!In this case, once you go to study, there is no one to work. For units with tight human resources, they are certainly not willing to recommend officers to graduate school.
Graduate school students are reluctant to recommend them, and as a result, many officers are reluctant to go to graduate school.
In recent years, the enrollment of graduate students in local universities has generally expanded, and graduate students are not an uncommon diploma. In 2023, the overall number of graduate students in China will reach nearly 1.4 million, seven or eight hundred thousand more than in 2019. In this case, the troops will definitely want to significantly increase the level of academic qualifications of officers as well. As state cadres, the quality of military officers' academic qualifications should not at least lag behind the system of third- and fourth-tier cities in the central and western regions
Therefore, when I heard from my friend about the new graduate policy, I can very well understand the intention and original intention of the formulator, and I also feel that it is a very necessary policy.
In the past, officers could only go to graduate school three years after graduation, and they could not be promoted when they were studying, and they were about to reach the age of graduation as soon as they graduated, and this really affected their enthusiasm for further study.
Now, the possibility of promotion while studying has been clarified. It is really good that officers at the level of second lieutenant, lieutenant, and captain go to study, and as long as they pass the relevant assessments, they can be promoted smoothly and are not limited by the establishment.
However, my friend also told him that his unit clearly told him that if he wanted to study for graduate school, he must sign a long-term service volunteer letter, which means that when he returns to the unit after completing graduate school, he should not think about changing jobs, demobilizing and retiring. The purpose of letting him study as a graduate student is to serve for a long time after he comes back and contribute more to the unit.
He expressed his understanding and said that he only went to graduate school for the sake of long-term work. If you don't want to do it, there's no need to waste the resources of the troops in it. What's more, graduate students are not worth much now, and the marginal return from graduate school is very lowAfter studying for graduate school, if you think about changing jobs and demobilizing to go out for development, you will not get any benefits because of the improvement of your academic qualifications.
My friend saw the problem so thoroughly, which I didn't expect. I always thought that the people who went to graduate school in the army were all confused players, and they didn't know what they wanted to do before they chose to go to graduate school. Unexpectedly, now, more and more young officers have learned to see the essence through the phenomenon, and then find the direction of life development from the essence. This was very surprising and at the same time very gratifying.
