Legal Liability for Reporting

3) Renovating rivers or constructing water engineering buildings and other facilities without approval or in accordance with the flood control standards and engineering safety standards prescribed by the State;
4) Without approval or in accordance with the provisions of the competent authority of the river in the river management area of sand mining, stone extraction, gold panning, disposal of sand and gravel or silt, blasting, drilling, digging and building fish ponds;
5) Storing materials, constructing factories or other construction facilities in river flats without approval, as well as mining underground resources or conducting archaeological excavations;
6) Violating the provisions of Article 27 of these Regulations by enclosing lakes or rivers;
7) Cutting down the berm and revetment trees without authorization;
8) Violating the regulations or instructions of the flood control headquarters during the flood season.
Therefore, whistleblowers who report illegal occupation of rivers can not only maintain river resources, but also get corresponding rewards. According to Article 45 of the Regulations of the People's Republic of China on the Administration of Rivers, if the whistleblower reports the illegal occupation of the river, and it is verified to be true, and the offender is given an administrative penalty or criminal punishment, the whistleblower has the right to receive a reward.
