Beijing, Dec. 25 (Xinhua) -- Premier Li Qiang attended the Fourth Lancang-Mekong Cooperation Leaders' Meeting at the Ziguang Pavilion in Zhongnanhai on the afternoon of Dec. 25. Li Qiang and Myanmar leader Min Aung Hlaing co-chaired the meeting, which was attended by Cambodian Prime Minister Hun Manet, Lao Prime Minister Song Sai, Thai Prime Minister Saitha, and Vietnamese Prime Minister Pham Minh Chinh.

In the past seven years, under the strategic guidance of the President and leaders of various countries, the six countries have always treated each other as equals, sincerely assisted each other, and become close to each other, creating a powerful engine for promoting development, building a strong shield for common security, and tightening the emotional ties of mutual understanding, especially China-Cambodia, China-Laos, China-Myanmar, China-Thailand, China and Vietnam have successively announced the joint construction of a bilateral community with a shared future, further contributing to the positive progress of the Lancang-Mekong countries in building a community with a shared future and setting an example of building a community with a shared future for mankind. We need to persistently advance this common cause, promote the building of a community with a shared future for the Lancang-Mekong countries, and strive to build a high-quality Belt and Road Demonstration Zone, a Global Development Initiative Pilot Zone, a Global Security Initiative Experimental Zone and a Global Civilization Initiative First Benefit Zone, so as to continuously improve the well-being of the people of all countries, and support each other and move forward side by side on the road to modernization.

Li Qiang put forward four suggestions for strengthening Lancang-Mekong cooperation: first, deepen integration and development, adhere to open cooperation, jointly plan and implement strategic projects for Lancang-Mekong regional connectivity, promote the quality and upgrading of cross-border economic and trade, production capacity, agriculture and other cooperation projects, maintain the safety and stability of the industrial chain, and strengthen cooperation in intelligent manufacturing and big data. China will set up a special loan for the joint development of the Lancang-Mekong Cooperation to support key projects of various countries. Second, we need to promote green cooperation, fully respect the legitimate rights and interests of all countries in the rational development and utilization of water resources, and accommodate each other's concerns. China is willing to cooperate with other countries in the governance of the Lancang-Mekong Basin, and vigorously promote cooperation in energy transition and ecological protection. The third is to strengthen security governance, coordinate common, comprehensive, cooperative and sustainable security, further promote the "Safe Lancang-Mekong Operation", and vigorously crack down on online gambling and electronic fraud and other criminal acts. Fourth, to deepen people-to-people and cultural exchanges, China supports the holding of the Lancang-Mekong Young Entrepreneurs Forum, and is ready to work with all parties to cultivate new highlights of cooperation between think tanks and local governments.

The leaders attending the meeting expressed their sincere condolences to the Chinese side on Gansu's first workers. All parties spoke highly of the fruitful results of the LMC, thanked China for its outstanding contributions to the LMC, and said that the LMC is an important platform for enhancing the well-being of the people in the region, safeguarding regional peace and development, and promoting regional economic integration based on important principles such as mutual respect, mutual benefit, openness and inclusiveness, and non-interference in internal affairs. The six countries should share opportunities and meet challenges, jointly plan for the future development of the LMC, strengthen cooperation in agriculture, innovation, poverty alleviation, connectivity, digital economy, green development, water resources, tourism, people-to-people and combating cyber fraud, further promote the deepening and solidification of the LMC, build the Lancang-Mekong Economic Development Belt, and build a community with a shared future for the LMC.

The meeting issued the Naypyidaw Declaration of the Fourth Lancang-Mekong Cooperation Leaders' Meeting, the Five-Year Action Plan of the Lancang-Mekong Cooperation (2023-2027) and the Joint Initiative on the Construction of Innovation Corridors in the Lancang-Mekong Region. Thailand took over as the next co-chair of the LMC.
